The League and the NC Association of County Commissioners jointly sponsor a debt setoff clearinghouse for local governments to recoup outstanding delinquent debt (totaling $50 or more). The program submits outstanding delinquent debts to the North Carolina Department of Revenue for collection against individual state income tax refunds or winnings from the North Carolina Education Lottery.

The program, authorized by the NC General Assembly and administered by Five Star Computing in Columbia, South Carolina, offers another collection method for outstanding debts to local government entities.
