We are member-owned and governed self-insurance risk pool of cities, towns and public entities that collectively achieve greater rate stability. The League’s expert risk management, claims management, and underwriting staff work for the benefit of all pool members, which means lower costs for your local government over the long term.

Workers' Compensation: What We Do

Members work directly with the League’s professional risk management services staff. We only handle North Carolina muncipal workers’ compensation exposures and claims, which allows us to:

  • Understand the unique and essential job functions for various municipal jobs.
  • Have strong working relationships with medical providers and rehabilitation specialists, allowing employees to return to work quickly.​
  • Provide on-demand access to daily claims updates and information, via an online claims dashboard.
  • Offer cost-effective claims handling services for municipalities who have a self-insured workers’ compensation program, which reduces your administrative costs.

In 1981, the North Carolina Interlocal Risk Management Agency (NCIRMA) self-insured pool was formed under NCGS Chapter 160A, Article 20.  Also known as the Workers' Comp Pool (WC Pool) or Trust (WC Trust), is administered through the North Carolina League of Municipalities overseen by the Risk Management Services Board of Trustees.  NCIRMA is oldest of all three self-insured pools and is available to all NC towns and cities as well as quasi-municipal entities (i.e., libraries, housing authorities, ABC boards, council of government, water & sewer authorities, downtown development associations and airports).   In order to become a member of NCIRMA, a local government entity must qualify as a League member.  As administrator for the WC Trust, the League's staff provides underwriting, claims, loss control/safety and member services.  Each member is assigned a member services and loss control/safety field consultants to assist onsite.
