Since 1983, the Health Benefits Trust (HBT) a self-insured pool administered by the North Carolina League of Municipalities (NCLM), has provided employer group health benefits paid by the employer, as well as medical, dental, vision and disability for North Carolina local government entities. The Trust will cease coverage and operations effective June 30, 2025. During the "wind down" claims processing period, League staff will continue to monitor email inquiries to assist previous Trust members as they transition to new coverage.
