This course focuses on the use of force assessment by supervisors and others whose duties include use of force risk management. Understanding and applying the four elements of reasonable force (Knowledge, Skills, Decision Making, Documentation) are provided.  "Root Cause" analysis skills are developed to differentiate between symptoms and causes of use of force success and errors.   This course breaks down decision-making and documentation into processes that can be evaluated objectively. Understanding how to request additional clarity and detail from officers/deputies without corrupting the process is an important skill to understand and practice. This assessment process can be applied to evaluate performance in all use of force training (BLET, in-service, remedial). The design of this course also improves supervisor risk management for failing to train and/or supervise in both the training and field environment. De-escalation is a part of the use of force assessment. This course provides an assessment process for de-escalation knowledge, skills, decision-making, and documentation. This course provides the basis for evaluating force incident risk in the following areas: Criminal/Civil, employment, decision making, and stress management. Body camera footage by itself does not provide sufficient information to assess use of force. This course provides what additional information is needed from the officer to properly assess. Accurate risk assessment of incidents and training allow for better management and predictability of future incidents as well as managing on-going incidents. This allows supervisors to be proactive in their duties and provide management a more accurate understanding of not just individual force risk, but agency force risk management.

 

About the Instructor: Gerald Takano is a Use of Force Specialist with over 30 years of Law Enforcement and Instruction experience. He has numerous law enforcement instructor certifications to include: Firearms, Subject Control/Defensive Tactics, Pepper Spray, TASER Master Instructor, Ground Defense, Edged Weapons, Baton, Holds/Escapes. He has done extensive use-of-force research, both practical and legal. He has testified as a expert witness and has conducted numerous risk assessments of use-of-force incidents.
