Description
General Statement Of Duties
Performs Responsible Technical And Independent Work Planning, Organizing, And Supervising The Day-to-day Operations Of The Department Of Public Works. Serves As Back-up ORC For Collections System. Performs Related Work As Required.
Distinguishing Features Of The Class
Acts As The Primary Supervisor For Technical Operations Within The Department. Leads In The Installation, Maintenance, And Repair Of Water, Sewer, Street, And Stormwater Lines And Other Construction Related Projects. Work Also Includes Ordering And Maintaining Inventory Of Supplies; Participating In Hiring And Conducting Training For Employees In Subject Areas Such As Safety And Work Methods; Making Work Assignments And Insuring Quality Work; Handling Citizen Complaints; Preparation Of Required Reports And Coordination With And Inspection Of Contractors On Municipal Projects. The Employee Is Subject To Working In Both Inside And Outside Environments In Extreme Weather, Rain And Snow And Exposure To Various Hazards Such As Street Traffic, Loud Noises, Vibration, Moving Mechanical Parts, Electrical Current, Chemicals, Odors, Dusts, Mists, And Oils. Employee May Be Required To Inspect Water Or Sewer Lines, Utility Holes Or Confined Spaces. Employee May Be Required To Wear A Respirator. Employee May Also Be Subject To OSHA’s Standards For Blood Borne Pathogens When Working With Sewer Crews Or Collecting Garbage/solid Waste. Work Is Performed Under The General Direction Of The Public Works Superintendent Who Evaluates Performance By Review Of Reports, Observation Of Work In Progress, As Well As Completed, And By Acceptance Of The Community And Employees. This Position Is Subject To Standby/recall Duty.
Qualifications
Knowledge, Skills, And Abilities
Ability To Supervise, Including Utilizing Effective Leadership, Delegation, Communications, Motivation, Performance Evaluation, Training, And Coaching.
Considerable Knowledge Of The Principles And Practices Of Public Works And Utilities Construction Methods, Materials, And Maintenance Practices Involving Streets, Storm Water, And Collection And Distribution System Maintenance.
Considerable Knowledge Of Materials And Equipment Used In Departmental Activities. Considerable Knowledge Of NCDOT, NCDEQ, And AWWA Requirements And Regulations Related To Areas Of Focus.
Some Knowledge Of Related Engineering Specifications.
Some Knowledge Of Local Government Budgeting, Purchasing, And Personnel Laws, Regulations, And Practices.
Working Knowledge Of The Application Of Information Technology To The Work Of The Department And Related Records And Reports.
Skill In The Operation Of Heavy Construction Equipment.
Ability To Plan, Schedule, And Execute Work Through Effective Practices And Delegation.
Ability To Establish And Maintain Records And Prepare Reports.
Ability To Read Plans, Maps, And Drawings.
Ability To Maintain Effective Working Relationships With Other Town Officials, Citizens, Contractors, And Employees.
Ability To Communicate Professionally, By Email, Phone, And In Person.
Physical Requirements
Must Be Able To Physically Perform The Basic Life Operational Skills Of Climbing, Balancing, Stooping, Kneeling, Crouching, Crawling, Reaching, Standing, Walking, Pushing, Pulling, Lifting, Grasping, Feeling, Talking, Hearing, And Performing Repetitive Motions. This Position Is Subject To Working In Extreme Heat, Extreme Cold, And All-weather Conditions And Is Subject To Confined Space Entry And Working From Heights.
Must Be Able To Perform Very Heavy Work Exerting Up To 100 Pounds Of Force Occasionally And/or Up To 50 Pounds Of Force Frequently And/or Up To 20 Pounds Of Force Constantly To Move Objects.
Must Possess The Visual Acuity Necessary To Read Maps And Diagrams, To Operate A Vehicle, To Operate A Computer, And To Read And Prepare Reports Including The Analysis Of Data And Figures.
Desirable Education And Experience
Any Combination Of Education And Experience Equivalent To A Bachelor’s Degree With Major Course Work In, Environmental Engineering, Education, Environmental Sciences, Or Related Field; 3 Or More Years Responsible Work Experience In Local Government Public Works & Utilities Operations And/or Significant Supervisory Responsibility Preferred.
Compensation
$50,030-$78,798 Per Year.
