Description
Under General Supervision Of The Town Manager, The Finance Officer Is Responsible For Directing The Town’s Financial Management Operations To Ensure Fiscal Accountability And Transparency. This Position Oversees And Participates In Budgeting, Accounting, Payroll, Tax Collection, And Treasury Functions, Ensuring Compliance With Legal Requirements And Municipal Accounting Principles. Reporting Directly To The Town Manager, The Finance Officer Serves As A Key Advisor To The Board Of Commissioners And Senior Leadership On Financial Matters And Supports The Town’s Strategic Goals. This Position Is Exempt Under The Fair Labor Standards Act (FLSA).
PRIMARY RESPONSIBILITIES:
1. Financial Management:
• Plan, Organize, Direct, And Participate In All Financial Functions, Including Accounting, Payroll, Accounts Payable, Utility Billing, Collections, And Treasury Management.
• Ensure The Maintenance Of A Comprehensive Accounting System Consistent With Municipal Accounting Principles And The North Carolina Local Government Budget And Fiscal Control Act.
• Develop And Strengthen Internal Financial Controls.
• Responsible For Conducting Monthly Bank Reconciliations.
2. Reporting And Analysis:
• Prepare Accurate And Timely Financial Statements, Cost Reports, And Expenditure Summaries For Management And Statutory Purposes.
• Produce Monthly, Quarterly, And Annual Reports On The Town’s Financial Position.
• Collaborate With External Auditors During The Annual Independent Audit And Support The Submission Of The Town’s Annual Finance Report To The Local Government Commission (LGC).
3. Budgeting:
• Assist The Town Manager With The Coordination And Preparation Of The Annual Budget, Working Closely With Department Heads And The Board Of Commissioners.
• Monitor Budget Execution And Advise On Variances And Financial Trends.
4. Tax Collection And Investment:
• Serve As The Town Tax Collector, Ensuring Compliance With Applicable Laws And Efficient Collection Of Taxes.
• Manage And Invest Idle Funds To Maximize Interest Yield Within Regulatory Guidelines.
5. Payroll And Procurement:
• Review And Approve Bi-weekly Payroll, Ensuring Compliance With Federal And State Reporting Requirements.
• Oversee Procurement Processes, The Disposition Of Surplus Property, And Property Control Functions.
6. Team Development:
• Cross-train Administrative Staff In Basic Financial Functions, Including Payroll, Accounts Receivable, And Accounts Payable, To Ensure Continuity During Absences Or Vacancies.
7. Compliance And Risk Management:
• Ensure Compliance With State And Federal Financial Regulations.
• Maintain And Reconcile Fixed Asset Inventory.
8. Other Duties:
• Perform Other Tasks As Assigned To Support The Town’s Operations.
EQUIPMENT AND SOFTWARE OPERATED:
• Operate Various Office Equipment, Including Computers, Calculators, And Copiers.
• Proficiency With Accounting Software, Financial Management Systems, And Office Applications Such As Microsoft Excel And Word Is Required.
Qualifications
Education: • A Bachelor’s Degree In Accounting, Finance, Or A Related Field Is Required. • Certification As A CPA Or Local Government Finance Officer Is Preferred. 2. Experience: • Minimum Of Three (3) Years Of Progressive Experience In Municipal Finance, Accounting, Or Related Fields, Including Supervisory Experience. 3. Knowledge, Skills, And Abilities: • Comprehensive Knowledge Of Municipal Accounting Principles And Practices. • Strong Understanding Of The Organization And Functions Of Town Government. • Proficiency In Budget Preparation, Financial Forecasting, And Grants Management. • Ability To Analyze And Interpret Financial Data And Make Informed Recommendations. • Strong Communication And Interpersonal Skills, With The Ability To Present Complex Financial Information Clearly To Diverse Audiences. • Leadership Skills To Train And Manage Staff Effectively.
