Many governments that suffered damage from Hurricane Helene have received a Cash Flow Loan from the NC Department of State Treasurer and/or an Emergency Funding Loan from the Division of Water Infrastructure at DEQ. This memo will walk you through in detail how to budget, account for, and report in your financial statements the proceeds from both of these loans, as well as any federal or state reimbursements you may receive as a result of the damage. It is important that local governments account for these items correctly and ensure that all expenditures have been budgeted appropriately.
