Health Benefits Trust

The Health Benefits Trust (HBT) is a self-insured pool administered by the North Carolina League of Municipalities (NCLM). It provides employer group health benefits paid by the employer, as well as medical, dental, vision and disability for North Carolina local government entities. Local governmental entities include cities, towns, villages, counties, housing authorities, water and sewer districts, councils of government, transit authorities, ABC boards, regional libraries of North Carolina, and other eligible municipal organizations.
