Our insurance pools are self-funded, member-governed and owned so we are 100% committed to providing the insurance coverage options that North Carolina’s local government entities need.

The League's Risk Management Services Field Services staff work directly with member cities and towns to provide one-on-one, in-person consulting and safety trainings. These sessions can range from advice on workplace safety to help determine what type of insurance coverages are needed to protect your city or town.

The NCLM Business Services Team is considered the “face of the League” primarily on the road visiting with members to assess their needs and providing resources to assist with those needs.

Each member is assigned a dedicated professional consultant to serve as the conduit between members and League staff, answer general membership questions, identify and educate on League services, assist with completing a variety of forms including insurance applications, and much more.

NCLM Insurance Pools

Members may join any of the three insurance pools: Health Benefits Trust, Property & Casualty Trust, and the Workers' Compensation Trust. Each of our pools and our Risk Management Services offer a variety of customizable products and services to meet your municipality's needs.

What organization doesn't want to reduce their risk of accidents and lawsuits? At the League, we are committed to helping our members protect themselves and take proactive steps to reduce their risk exposures. We maintain a team of professional risk management and employee safety consultants for the benefit of participants in either the Workers’ Compensation or Property and Casualty Trusts.

Our team of highly-trained field services consultants work with members one-on-one to provide extensive training programs and assist in the development of safety programs specifically designed for municipalities. They also conduct hazard identification and property surveys and in-depth risk control program evaluation assessments.​ See more of our services below:

The NCLM Business Services Team is considered the “face of the League” primarily on the road visiting with members to assess their needs and providing resources to assist with those needs.  Each member is assigned a dedicated professional consultant to serve as the conduit between members and League staff, answer general membership questions, identify and educate on League services, assist with completing a variety of forms including insurance applications, and much more!  All consultants are NC licensed insurance brokers who are available to serve members’ via in person, phone, email, or virtual conferencing. 

We offer a wide range of services available to NCLM Members:

  • Insurance 101: basic insurance education for municipal staff
  • Property – Liability Policy Reviews a deeper dive into property schedules, coverages, claims experience and how it impacts the insurance premium, best practices for risk management and policy administration, and discuss any gaps or duplication of coverage.
  • Onboarding New Property Liability and Workers Compensation Contacts providing basic insurance education as well as the pool processes that are critical to avoid uninsured losses.
  • Facilitates Insurance Quotes for all three pools (Property Liability, Workers Compensation, and Health Benefits) by assisting members with completing new business applications, collecting supporting documents, and reviewing quote proposals.
  • Liaison between the members health insurance brokers and the NCLM Health Benefits Trust.
  • Backup to Health Benefits Trust staff for health benefits open enrollment employee meetings and health benefit fairs.
  • General NCLM Member Visit to get an overall assessment of member needs and provide resources.
  • Market all NCLM Services as exhibitors and sponsors of various affiliate group conferences.
  • General Conduit to NCLM Members providing guidance and direction on all League services.
