HR 101: Comprehensive Overview of Municipal Employee Management
Morning Session | 9:00 am – 11:00 am
Course Description:
Managing employees is one of the most important and complex aspects of municipal administration. This course looks at the lifecycle of an employee -- from the day they start to the day they leave -- and covers best practices and legal requirements. Participants will learn important trends in human resources. You will leave this course prepared to properly oversee your employees, navigate the legal landscape of employment, and understand your town's policies.
What to Expect:
In this course, participants will explore how to:
- Define key terms in municipal employee management.
- Review key legislation and legal requirements.
- Learn how to understand and navigate your employment policies.
- Share best practices.
Particpants will earn 2 AML credits for the morning session.
HR 201: Performance Management Workshop
Afternoon Session | 11:00 am – 4:00 pm
Course Description:
Performance management is not a once-a-year task-it’s a continuous, strategic process that drives employee growth, team alignment, and organizational success. HR 201: Performance Management Workshop is a full-day interactive training designed to help local government leaders and supervisors who want to strengthen their performance management practices.

In this course, participants will explore how to:
- Provide meaningful, constructive feedback that motivates and develops staff.
- Address underperformance effectively and legally.
- Recognize high performers and support career growth.
- Foster a culture of accountability, trust, and continuous improvement.
Lou Bunch joined NCLM in 2022 where she serves as a Senior Municipal Human Resources Consultant, providing guidance to North Carolina cities and towns on a wide range of personnel issues, with a focus on employment liability. Since 2013, Mrs. Bunch has been involved in human resources administration for state and local government, and in addition has over ten years of experience in personnel management in the private sector. Before joining the League, she most recently served as the Human Resources Director and Town Clerk for the Town of Nashville. Mrs. Bunch holds her Bachelor of Arts degree in History from Meredith College and holds her SHRM-Senior Certified Professional and PSHRA-Senior Certified Professional certifications and is also a Certified Municipal Clerk through IIMC and NCAMC. She is an active member of the North Carolina Association of Municipal Clerks, International Institute of Municipal Clerks, North Carolina Public Sector Human Resources Association, and Society of Human Resources Management. In addition, Mrs. Bunch served as a Board Member and Past President of the Organization of Municipal Personnel Officers, and currently serves as the League’s liaison for their organization.
