Course Description:
Commit to Civility is a certificate program that strives to educate municipal officials about their role in civil society by equipping them with the tools they need to be effective in participating in it and leading their communities. This program will help leaders obtain the information and skills that will help with maintaining composure in emotionally charged situations.
Because municipal Boards must govern together in order to deliver on their legal, ethical, and fiduciary responsibility, the Commit to Civility program requires that in order for a city or town to be designated at least 75% of the Board must meet the requirements of the multi-step process. The steps include taking the Commit to Civility training (virtual or in-person), sign an individual pledge, and pass a Commit to Civility Resolution. Once these steps have been verified by the NCLM Learning/Development Team, the city/town will be designated a Commit to Civility Municipality. The municipality will be recognized at CityVision.
This course is free to NCLM members.
Objectives:
- Encourage and challenge municipal officials to embrace civility principles.
- Equip municipal leaders with the information and skills needed to maintain composure through emotionally charged situations with a respectful and solutions-oriented approach.
- Emphasize healthy communication and tools that facilitates and maintains mutual respect among municipal leaders, staff, and constituents.
Certificate Requirements
Have at least 75% of your Board attend the two-hour Commit to Civility training
Have course participants sign the individual pledge
Adopt the ‘Commit to Civility’ Resolution at an upcoming council meeting (a template is provided at the training)
Submit a signed copy of the Resolution and the individual pledge forms for at least 75% of the governing Board to learning@nclm.org

Participants will receive 2 AML credits for attending this training.
Presenter: Vickie Miller, Instructor
Vickie Miller, MEd, CPM, MCA is the Director of Learning and Development for the N.C. League of Municipalities. Vickie is responsible for leading, managing, and delivering the League's training and education programs for elected and municipal officials. Vickie has a distinguished career that has placed a focus on helping others. She has held many roles including Grassroots Coordinator for the League, Executive Director for the 501(c)3 North Carolina Operation Lifesaver, and Director of Community Investment and Assistance where she oversaw the state Community Development Block Grant program for the North Carolina Department of Commerce with responsibility for an annual appropriation of $45 million and a grant and loan portfolio over $200 million. Vickie holds a Bachelor of Arts and a Master’s degree in education from the University of North Carolina Chapel Hill. She is currently pursuing a doctorate with the University of the Cumberlands in leadership with a specialization in public administration. Vickie holds the Certified Public Manager designation from the North Carolina State Office of Personnel, the Certified Housing Development Professional, the Certified Finance Development Professional from the National Development Council, and the County Municipal Administration certification from the UNC School of Government.
