APPLICANT TO FILL THE POSITION OF DEPUTY PUBLIC WORKS DIRECTOR. ESSENTIAL
DUTIES AND RESPONSIBILITIES: ASSIST
PUBLIC WORKS DIRECTOR IN THE PLANNING, ORGANIZING AND DIRECTING OF STREET,
FLEET, PUBLIC BUILDINGS, REFUSE AND BEAUTIFICATION ACTIVITIES; MAINTAINING
RECORDS AND FILES; CONSTANT ANALYSIS OF DATA; PREPARING REPORTS; PARTICIPATES
IN PLANNING, DIRECTING, COORDINATION AND SUPERVISION OF WORK AND STAFF FOR THE
STREET, SHOP, REFUSE, PUBLIC BUILDINGS AND GROUNDS, BEAUTIFICATION OF THE
PUBLIC WORKS DEPARTMENT. ASSUMES
RESPONSIBILITIES SIMILAR TO THOSE OF A CONSTRUCTION/PROJECT MANAGER FOR TOWN
PROJECTS. SERVES A LIAISON REPRESENTING THE TOWN TO CONTRACTORS.
RECEIVES WORK REQUESTS VIA
TELEPHONE, PUBLIC WORKS DIRECTOR, TOWN MANAGER, MAYOR, TOWN COMMISSIONERS AND
RESIDENTS; RESPONDS TO CITIZEN REQUESTS OR COMPLAINTS RELATING TO PUBLIC WORKS
SERVICE ACTIVITIES AND INQUIRIES ASSOCIATED WITH TOWN POLICY AND PROCEDURES.
SERVES ON VARIOUS COMMITTEES
INVESTIGATING AND OBTAINING PERTINENT INFORMATION REGARDING OPERATIONAL
IMPROVEMENTS; PROVIDES NECESSARY ASSISTANCE AND OVERSEES DEPARTMENTAL
RESPONSIBILITIES THAT INCLUDE COMPILING DATA FOR REPORTING AND BUDGETING,
PREPARES PRESENTATIONS FOR AND PARTICIPATES IN MEETINGS. COUNSELS AND ASSISTS SUPERVISED DEPARTMENTS WITH
ALL ADMINISTRATIVE RESPONSIBILITIES RELATED TO PUBLIC WORKS POLICIES AND
PROCEDURES; ENSURES CONFIDENTIALITY OF PERSONNEL MATTERS AND MAINTAINS EMPLOYEE
FILES; INTERVIEWS FOR POSITIONS DIRECTLY SUPERVISED AND ASSISTS WITH HIRING IN
PUBLIC WORKS OF QUALIFIED APPLICANTS; COORDINATES SAFETY PROGRAM FOR
DEPARTMENT; UPDATES SAFETY MANUAL, ENSURES REQUIRED TRAINING OF NEW EMPLOYEES
AND MONTHLY DEPARTMENTAL TRAINING; CONDUCTS FIELD INSPECTIONS OF JOB SITES FOR
PROJECT COMPLETION AND COMPLIANCE WITH WORK PLAN. COORDINATES DEPARTMENTAL PERSONNEL IN
INFRASTRUCTURE FAILURE OR EMERGENCIES; OVERSEES EMPLOYEES WHO RESPOND TO WEATHER
RELATED EMERGENCIES SUCH AS HURRICANES, WINTER STORMS, EXCESSIVE WIND OR RAIN,
ETC. PERFORMS
OTHER DUTIES AS ASSIGNED. MINIMUM QUALIFICATIONS: EDUCATION: ANY COMBINATION OF EDUCATION AND EXPERIENCE
EQUIVALENT TO GRADUATION FROM AN ACCREDITED COLLEGE OR UNIVERSITY WITH MAJOR
COURSE WORK IN GENERAL MANAGEMENT OR RELATED FIELD. EXPERIENCE: EXTENSIVE EXPERIENCE IN STREET, FLEET OPERATIONS,
BUILDING AND GROUNDS REPAIR AND MAINTENANCE; OR AN EQUIVALENT COMBINATION OF
EDUCATION AND EXPERIENCE. POSSESSION OF A VALID NORTH CAROLINA DRIVER LICENSE WITH AN
ACCEPTABLE DRIVING RECORD; ACCEPTABLE BACKGROUND CHECK. CANDIDATE MUST
PASS PRE-EMPLOYMENT DRUG SCREEN. KNOWLEDGE, SKILLS, AND
ABILITIES: THOROUGH KNOWLEDGE OF
THE METHODS AND PRACTICES OF EQUIPMENT AND TOOLS, CONSTRUCTION, REPAIR AND/OR
MAINTENANCE OF PUBLIC WORKS AND PUBLIC UTILITY FACILITIES, OCCUPATIONAL HAZARDS
AND SAFETY PRECAUTIONS OF THE WORK AND RELATED EQUIPMENT OPERATION.
ABILITY TO PREPARE PLANS AND
DETAILED REPORTS; PLAN AND SUPERVISE THE WORK OF SKILLED, SEMISKILLED OR
UNSKILLED WORKERS ON A LARGE SCALE OVER A WIDE AREA; EXERCISE INITIATIVE AND,
TACT, DISCRETION AND INDEPENDENT JUDGMENT IN CARRYING OUT DUTIES; ESTABLISH AND
MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH ASSOCIATES, CONTRACTORS, GOVERNMENT
OFFICIALS AND THE GENERAL PUBLIC. MINIMUM STARTING
SALARY: $56,289 + EXCELLENT BENEFIT PACKAGE OPEN UNTIL
