BRUNSWICK COUNTY, A RAPIDLY GROWING COASTAL COUNTY IN SOUTHEASTERN NORTH CAROLINA, SEEKS AN EXPERIENCED AND PROFESSIONAL LEADER TO MANAGE ITS EMERGENCY SERVICES DEPARTMENT. BRUNSWICK COUNTY'S PERMANENT POPULATION OF OVER 130,000 MORE THAN DOUBLES DURING THE SUMMER MONTHS DUE TO THE INFLUX OF VISITORS ATTRACTED BY OVER 40 MILES OF PRISTINE BEACHES AND 40 GOLF COURSES. BRUNSWICK COUNTY PROVIDES A UNIQUE OPPORTUNITY FOR A DEDICATED INDIVIDUAL WITH A BROAD KNOWLEDGE BASE AND A PROVEN TRACK RECORD IN THE PROVISION OF HIGH-QUALITY EMERGENCY SERVICES. THE DIRECTOR IS RESPONSIBLE FOR PLANNING, ORGANIZING, AND DIRECTING COUNTY EMERGENCY SERVICES, WHICH INCLUDES EMERGENCY MEDICAL SERVICES, EMERGENCY MANAGEMENT, RESCUE SQUAD, FIRE SERVICES, AS WELL AS OTHER PROGRAMS INCLUDING THE TERRORISM PREPAREDNESS PROGRAM AND THE FEMA PROGRAM. THE EMERGENCY SERVICES DEPARTMENT CONSISTS OF A TOTAL OF 95 FULL-TIME EMPLOYEES, PLUS PART-TIME EMPLOYEES, WITH AN ANNUAL OPERATING BUDGET OF APPROXIMATELY $11 MILLION. THIS POSITION PROVIDES TECHNICAL AND MANAGEMENT EXPERTISE IN THE AREAS OF EMERGENCY PREPAREDNESS, DISASTER RECOVERY, EMERGENCY MEDICAL SERVICES, HAZARDOUS MATERIAL RESPONSE, AND OTHER PUBLIC SAFETY CONCERNS. MUST POSSESS EXCELLENT DECISION MAKING AND COMMUNICATION SKILLS AND WORK COLLABORATIVELY WITH COUNTY DEPARTMENTS, UNITS OF GOVERNMENT AT ALL LEVELS, AS WELL AS EXTERNAL AGENCIES AND STAKEHOLDERS. THE DIRECTOR SERVES AS EMERGENCY OPERATION CENTER MANAGER DURING DISASTER OPERATIONS. DEMONSTRATED EXPERIENCE IN DISASTER PLANNING AND RECOVERY AND WORKING WITH STATE AND FEDERAL EMERGENCY MANAGEMENT AGENCIES REQUIRED. MUST BE A LEADER WITH THE ABILITY TO MANAGE AND MOTIVATE PEOPLE IN AN ENVIRONMENT THAT ENCOURAGES CLEAR AND OPEN COMMUNICATIONS. A BACHELOR'S DEGREE IN EMERGENCY MANAGEMENT OR A RELATED FIELD WITH FIVE TO SEVEN YEARS OF PROGRESSIVELY RESPONSIBLE EXPERIENCE IN EMERGENCY SERVICES; OR ANY EQUIVALENT COMBINATION OF TRAINING AND EXPERIENCE WHICH PROVIDES THE REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES TO SUCCESSFULLY CARRY OUT THE RESPONSIBILITIES OF THE POSITION IS REQUIRED. A MASTER'S DEGREE IN EMERGENCY MANAGEMENT OR A RELATED FIELD IS PREFERRED. MUST POSSESS A VALID NC DRIVER'S LICENSE. ADDITIONAL PREFERRED CERTIFICATIONS INCLUDE A NC EXECUTIVE EMERGENCY MANAGER CERTIFICATION, A NC HAZARDOUS MATERIALS RESPONDER LEVEL I CERTIFICATION, AND A NC MEDICAL RESPONDER CERTIFICATION. THE HIRING RANGE IS $88,000 TO $116,670 PER YEAR, WITH THE STARTING SALARY COMMENSURATE WITH EXPERIENCE AND QUALIFICATIONS. BENEFITS INCLUDE HEALTH, DENTAL, LONG-TERM DISABILITY, AND LIFE INSURANCE POLICY WITH PREMIUMS COVERED BY THE COUNTY, AN AUTOMATIC 5% 401K CONTRIBUTION, PARTICIPATION IN LGERS, LONGEVITY PAY, AND A GENEROUS LEAVE PACKAGE.
