POLICE CHIEF - CITY OF BOILING SPRING LAKES. THE CITY OF BOILING SPRING LAKES, NORTH CAROLINA, LOCATED 20 MILES SOUTH OF WILMINGTON AND ADJOINING SOUTHPORT AND OAK ISLAND IN COASTAL BRUNSWICK COUNTY IS SEEKING A POLICE CHIEF WHO IS VISIONARY AND HAS A DEMONSTRATED HISTORY OF INNOVATIVE AND STRATEGIC LEADERSHIP. THE POLICE CHIEF IS THE PUBLIC FACE OF THE POLICE DEPARTMENT; THEREFORE, THE SUCCESSFUL CANDIDATE MUST BE ABLE TO FOSTER EFFECTIVE RELATIONSHIPS WITH THE COMMUNITY, CITY MANAGER, MAYOR AND BOARD OF COMMISSIONERS, REGIONAL LAW ENFORCEMENT PARTNERS, AS WELL AS DEPARTMENT STAFF AND OFFICERS. IN ADDITION, THE POLICE CHIEF MUST POSSESS EXCELLENT COMMUNICATION AND CRITICAL THINKING SKILLS AND A PROVEN RECORD OF ACCOMPLISHMENT IN CURRENT POLICING. ABOUT THE DEPARTMENT AND POSITION: THE POLICE CHIEF REPORTS TO THE CITY MANAGER AND IS RESPONSIBLE FOR PLANNING, DIRECTING, IMPLEMENTING AND EVALUATING ALL ACTIVITIES OF THE POLICE DEPARTMENT. DUTIES ALSO INVOLVE PREPARING THE ANNUAL BUDGET, ESTABLISHING DEPARTMENTAL POLICIES AND PROCEDURES, OVERSEEING RECRUITMENT, SELECTION, DEVELOPMENT AND TRAINING OF PERSONNEL AND ENSURING THAT DEPARTMENTAL PROGRAMS OPERATIVE EFFICIENTLY. THE POSITION REQUIRES INDEPENDENCE, INITIATIVE, GOOD JUDGMENT, STRONG LEADERSHIP, SOLID COMMUNICATION SKILLS AND THE ABILITY TO INTERACT WITH OTHERS IN A PROFESSIONAL, FRIENDLY AND RESPECTFUL MANNER. THE POLICE CHIEF IS RESPONSIBLE FOR LEADING THE POLICE DEPARTMENT IN A COMMUNITY OF APPROXIMATELY 6,900 RESIDENTS, WHO EXPECT HIGH LEVELS OF SERVICE AND COMMUNITY ENGAGEMENT. THE DEPARTMENT HAS A $1.2 MILLION BUDGET, 13 SWORN PERSONNEL, ANIMAL CONTROL OFFICER AND AN ADMINISTRATIVE ASSISTANT. QUALIFICATIONS: KNOWLEDGE OF THE PRINCIPALS AND PRACTICES OF ORGANIZATIONAL MANAGEMENT, PERSONNEL MANAGEMENT AND ADMINISTRATION, SAFETY AND BUDGETING; KNOWLEDGE OF THE PRINCIPLES, PRACTICES, AND TECHNIQUES OF MODERN LAW ENFORCEMENT, PATROL TECHNIQUES, TRAFFIC CONTROL, CRIMINAL INVESTIGATIONS AND OTHER POLICE RELATED FUNCTIONS; ABILITY TO MOTIVATE, MANAGE, AND SUPERVISE EMPLOYEES WITH VARYING LEVELS OF EDUCATION AND WORK EXPERIENCE. ABILITY TO PLAN, ORGANIZE, AND DIRECT COMPLEX PROGRAMS AND OPERATIONAL ACTIVITIES RELATED TO LAW ENFORCEMENT AND ADMINISTRATION OF A PUBLIC AGENCY AND KNOWLEDGE OF THE CRIMINAL JUSTICE SYSTEM AND OF OTHER LAW ENFORCEMENT AND SERVICE AGENCIES AVAILABLE TO SERVE THE NEEDS OF THE CITIZENS. TRAINING AND EXPERIENCE: BACCALAUREATE DEGREE FROM ACCREDITED COLLEGE OR UNIVERSITY WITH MAJOR COURSE WORK IN POLICE ADMINISTRATION, CRIMINAL JUSTICE, PUBLIC ADMINISTRATION OR A RELATED FIELD; ADVANCED LAW ENFORCEMENT TRAINING SUCH AS F.B.I. NATIONAL ACADEMY, ADMINISTRATIVE OFFICER MANAGEMENT PROGRAM (AOMP) OR SIMILAR COURSE COMPLETION; AT LEAST THREE (3) YEARS COMMAND LEVEL EXPERIENCE COUPLED WITH A MINIMUM OF SEVEN (7) YEARS ACTIVE SERVICES AS A CERTIFIED LAW ENFORCEMENT OFFICER.
