POSITION: PUBLIC WORKS MANAGER POSTING NO.: PWA-06-18 DEPARTMENT: PUBLIC WORKS ADMINISTRATION SALARY RANGE: $73,917.88 - $97,941.19 (DOQ) PER YEAR; EARNED AND PAID ON A BI-WEEKLY BASIS CLOSING DATE: OPEN UNTIL FILLED DESCRIPTION OF WORK/DUTIES: • ORGANIZES AND DIRECTS THE WORK OF EMPLOYEES ENGAGED IN A VARIETY OF MUNICIPAL OPERATIONS AND SERVICES; PROVIDES TECHNICAL ADVICE AND ASSISTANCE TO THE PUBLIC WORKS DIRECTOR AND CITY COUNCIL IN THE IMPROVEMENT OF THE PUBLIC WORKS ORGANIZATION AND OPERATIONS; INSURES MODERN, SAFE, EFFECTIVE AND EFFICIENT PRACTICES ARE UTILIZED BY MUNICIPAL WORK CREWS. WORK ALSO INCLUDES CONTRACT MANAGEMENT, MASTER PLANNING, HANDLING CITIZEN ISSUES, AND BUDGET AND PERSONNEL ADMINISTRATION AS ASSIGNED. • MANAGES, PLANS AND PRIORITIZES THE ACTIVITIES OF PUBLIC WORKS STAFF, AS ASSIGNED; ENSURES COORDINATION OF ACTIVITIES AMONG DEPARTMENT DIVISIONS AND WITH OTHER DEPARTMENTS. REPORTS TO AND ADVISES PUBLIC WORKS DIRECTOR AND ELECTED OFFICIALS ON PUBLIC WORKS PROJECTS AND ACTIVITIES. OVERSEES SPECIAL STUDIES RELATED TO PUBLIC WORKS OPERATIONS. • CONSULTS AND COORDINATES WITH OTHER MUNICIPALITIES, GOVERNMENTAL AGENCIES, CITIZEN AND REGULATORY GROUPS FOR THE DEVELOPMENT OF ORGANIZATION AND OPERATIONAL EFFICIENCIES AND EFFECTIVE CONTRACT MANAGEMENT. • COORDINATES AND DEVELOPS MEMORANDA OF AGREEMENT AND INTERLOCAL AGREEMENTS/CONTRACTS RELATED TO PUBLIC WORKS AND MAKES RECOMMENDATIONS FOR APPROVAL TO THE PUBLIC WORKS DIRECTOR, CITY MANAGER, AND CITY COUNCIL. • DEVELOPS A PUBLIC WORKS CAPITAL IMPROVEMENT PLAN WITH INPUT FROM DEPARTMENTS AND ASSET MANAGEMENT DATA; PROCURES LAND AND EASEMENTS FOR PROJECTS, NEGOTIATES WITH CITIZENS, RETAINS CONSULTANTS, PROCURES CONTRACTORS, NEGOTIATES CHANGE ORDERS AND APPROVES PAYMENTS. PREPARES, REVIEWS AND ADMINISTERS DEPARTMENTAL OPERATING BUDGET. • REVIEWS CITY ORDINANCES RELATED TO PUBLIC WORKS AND MAKES RECOMMENDATIONS FOR CHANGES TO THE PUBLIC WORKS DIRECTOR, CITY MANAGER, AND CITY COUNCIL. • MEETS FREQUENTLY WITH SUBORDINATE SUPERVISORS, CONTRACTORS, CITIZENS, AND OTHER CITY STAFF TO SOLVE MORE COMPLEX PROBLEMS; SETS PRIORITIES AND DEADLINES FOR WORK, AND PROVIDES GUIDANCE AND DIRECTION. • ENGAGES IN CONSIDERABLE PERSONAL CONTACT WITH CITIZENS CONCERNING SERVICE REQUESTS AND COMPLAINTS; INVESTIGATES AND DECIDES OR RECOMMENDS ACTIONS; PREPARES CITIZEN COMMUNICATION MATERIALS AND ATTENDS CITY COUNCIL MEETINGS AS NECESSARY. • PLANS, ORGANIZES, AND MONITORS A VARIETY OF CONTRACTED WORK; COORDINATES WITH ENGINEERS AND CONTRACTORS. PERFORMS OTHER DUTIES AS ASSIGNED. KNOWLEDGE, SKILLS AND ABILITIES: CONSIDERABLE KNOWLEDGE OF THE PRINCIPLES AND PRACTICES OF PUBLIC WORKS ADMINISTRATION, PLANNING AND CONSTRUCTION, RELATED CITY POLICIES, STATE AND FEDERAL LAWS AND REGULATIONS, GOVERNMENTAL BUDGETING, PERSONNEL AND PURCHASING PRACTICES.
