COMMUNITY DEVELOPMENT MANAGER: The Upper Coastal Plain Council Of Governments (Wilson, NC) Is Seeking Qualified Applicants To Join The Planning And Development Services Department (PDS) As Community Development Manager. Serving As The Lead Regional Organization For A Five-county Region, PDS Works In Partnership With Federal, State, And Local Member Governments, Allied Organizations, And Community Leadership. With Diverse Sources Of Funding, We Comprehensively Identify And Address Local And Regional Priorities And Needs In The Interrelated Areas Of Community And Economic Development, Infrastructure, Resilience, And More. Job Duties Will Involve Performing Professional Program And Project Development, Management And Implementation Including Grant/loan Research, Writing And Award Management, And Advising The Department On Matters Related To Community Development. The Focus Will Be On Community Development Planning And Project Development, Including Community Development Block Grants (CDBG) Grant Activities And Administration Of A HUD-funded Home Investment Partnership Program (HOME) Consortium. The Position Serves As A Senior Level Member Of The PDS Department And Provides Appropriate Attention To Sustainability, Social, Cultural, Economic, And Environmental Issues As They Affect The Region. The Position Is Responsible For Developing Projects In Accordance With Departmental And Organizational Missions, Goals, Objectives, And Plans As Well As Writing And Administering Grants And Raising Other Funds To Support Same. The Position Represents The Department And Organization In Its Community Development Capacity. Specific Knowledge And Experience Are Required In The Principles And Practices Of Community Development And Grant Administration, Including Knowledge Of Land Use Planning, Housing, Infrastructure, Sustainability, Revitalization, Hazard Mitigation, And Other Community Development Related Topics. An Ability To Develop And Maintain Professional Relationships With Elected And Appointed Officials, Funders, Regulators, Executives And Managers, Peers, Community Leaders, As Well As Citizens From Multiple Socio-economic Backgrounds Is Crucial, Along With The Ability To Work Independently And In A Team-based Environment, On Committees, And In Partnerships On A Variety Of Projects From Multiple Funding Sources Simultaneously. Minimum Requirements: BA/BS In Planning, Public Administration, Public Policy, Or A Related Field Supplemented By A Minimum Of One (1) To Four (4) Years Previous Experience And/or Training That Includes Community Development, Local Government Planning, And Grant Writing, Or An Equivalent Combination Of Education, Training, And Experience. A Master’s Degree Is Preferred. Pay Range: $60,069 To $90,099 DOQ. Excellent Fringe Benefits. EOE. Position Is Open Until Filled.
