General Description The Purpose Of This Job Is To Direct And Manage The Overall Provisions Of Human Resource Services, Policies, And Programs, Which Includes Recruitment, Selection, Compensation, And Performance Management Of All Employees, Ensuring A Superior Workforce, An Employee-oriented Culture That Emphasizes Quality, Continuous Improvement, And High Performance. This Position Works Under Administrative Supervision, Developing And Implementing Programs Within Organizational Policies And Reports Major Activities To Executive Level Administrators Through Conferences And Reports. Duties And Responsibilities The Functions Listed Below Are Those That Represent The Majority Of The Time Spent Working In This Position. Management May Assign Additional Functions Related To The Type Of Work Of The Position As Necessary. • Supervises, Directs, And Evaluates Assigned Staff, Processing Employee Concerns And Problems, Directing Work, Counseling, Disciplining, And Completing Employee Performance Appraisals. • Coordinates, Assigns And Reviews Work And Establishes Work Schedules; Maintains Standards; Monitors Status Of Work In Progress; Inspects Completed Work Assignments; Answers Questions; Gives Advice And Direction As Needed. • Directs The Development, Implementation, Maintenance And Administration Of Human Resource Management Systems. • Develops, Interprets, And Implements City-wide Personnel Policies And Procedures To Ensure Effective Practices Which Are Consistent With Local, State, And Federal Guidelines And Best Practices. • Develops, Establishes And Monitors The Departmental Annual Budget And Modifies As Necessary. • Administers And Maintains All Relevant Guidelines, Such As, The Wage And Salary System, Employee Recordkeeping, Classification System, Recruitment, Employee Discipline, And Benefits System. • Investigates A Variety Of Problems, Complaints, And Proposals As Requested. Counsels Aggrieved Employees And Applicants Alleging Discrimination Or Unfair Practices. • Maintains A Healthy And Productive Workforce Though The Administration Of Employee Health And Safety And Wellness Programs. • Ensures Regulatory Compliance And Submit Required Reporting With State And Federal Mandates Such As DOT Guidelines And Standards, Blood Borne Pathogens, ADA, Labor Department, FLSA, FMLA, COBRA, HIPAA, Etc. • Reviews And Recommends Civil Rights Programs Of The City And Its Departments, Including Affirmative Action, Equal Employment Opportunity, And All Titles Of The American With Disabilities Act, And Titles VI And VII Of The Civil Rights Act Of 1964. • Directs The Processing Of City Payroll Ensuring All Transactions Are Accurate And Timely. • Supervises The Preparation, Maintenance And Retention Of Records. • Performs Related Work As Required.
