The Deputy Finance Officer Performs Complex Technical And Analytical Duties Including Supervisory, Fiscal Control, And Accounting Work. Work Includes: * Providing Fiscal Guidance, Oversight And Accountability For Functions Related To Disbursements, Procurement, Budget, Grants Accounting, Contracts Management, And Program Integrity. * Acting As The Primary Liaison Between Public Utilities And Finance To Ensure The Enterprise Functions Operate Within County Financial Policies. * Applying Policies To Ensure Fiscal Controls Are In Place To Safeguard Assets, And Enforcing Department-wide Procedures That Align With County Policies As Well As State And Federal Regulations. * Preparing And/or Reviewing Timely, Accurate, And Detailed Reports Of Financial Performance On A Monthly, Quarterly, And Annual Basis, As Required. * Investigating, Analyzing, And Providing Resolution To Difficult Or Unordinary Fiscal Issues. * Serving As A Member Of Finance Leadership Team And Providing Technical Assistance, Financial Analysis, And Strategic Planning And Implementation. * Maintaining Accounting Software Systems, Resolving Software-related Issues, And Helping Coordinate The Implementation Of New Software Modules. Work Requires The Deputy Finance Officer To Prioritize, Negotiate, And Cooperate While Working Closely With Various Internal And External Stakeholders To Help Ensure That The Finance Department Achieves Results That Are In Alignment With The County Commissioners’ Goals And Objectives. Qualifications: Graduation From A Four-year College Or University With A Degree In Accounting, Business Administration Or A Related Field, AND Five (5) Plus Years Of Experience In General Accounting (preferably Governmental Accounting); OR Any Equivalent Combination Of Training And Experience Which Provides The Required Knowledge, Skills And Abilities. * Certified Public Accountant (CPA) Licensure Is Required. * North Carolina Or South Carolina Driver License Is Required. * Experience With Procurement, Contracting, Enterprise Collections, And Billings Is Highly Desirable.
