Salary And Benefits: The Salary Range For This Position Is $95,738 To $143,607. The Anticipated Hiring Range Is $109,428 - $120,370 With A Starting Salary Dependent On Qualifications And Experience. Finance Director Primary Reason Why Classification Exists To Serve As The Local Government Chief Financial Officer For The City Of Havelock Illustrative Examples Of Work • Plans, Organizes, And Directs All Operations And Aspects Of Financial Management For The City Including Finance, Accounting, And Revenue Collections; Ensure Compliance With Established Laws, Policies, Procedures And standards; Supervises The Maintenance, Control, And Analysis Of Fiscal Operations; Oversees The City’s Debt Program Including Annual Payments; Prepares Required Documents For Issuance Of Bonds, Installment Purchase Contracts, Leases And Other Borrowings • Evaluates Finance Related Issues And Makes Policy And Procedural Recommendations To The Board Of Commissioners And City Manager; Directs And Participates In Formulating And Implementing Financial Policies; Evaluates municipal Programs And Operations From A Financial And Programmatic View; Provides Recommendations On Establishing Goals And Objectives For Appraisal Standards; Answers Inquiries From Department Management In The Areas Of Finance And Accounting • Authorizes And Oversees The Work Of Staff In Posting And Balancing Various City Ledgers; Directs The Approval, Audit, And Certification Of Related Records; Oversees And Validates The Disbursement Of All City Funds; Reviews And Signs Pre-audit Certification Of All Expenses; Invests Idle Funds To Ensure Highest Yield; Prepare Periodic Reports On Investments And Securities • Assigns, And Supervises Activities Of Subordinate Accounting And Clerical Personnel; Gives Advice Or Direction To Subordinates On Municipal Or Financial Requirements • Serves As A Department Director With Responsibility For Managing Personnel; Interviews Applicants, Makes Recommendations For New Hires And Promotions; Assigns, Schedules, Promotes, And Disciplines Employees; Prepares Performance Reports Of All Employees Within The Department; Authorizes Leave • Secures Municipal Assets By Implementing Or Following Adequate Internal Control Mechanisms Including Insurance Coverage; Prepares Requests For Proposals (RFPs); Evaluates Proposals And Makes Recommendations To Management • Prepares Financial And Operating Statements; Supervises The Preparation Of Monthly, Quarterly, And Annual Reports; Coordinates And Assists In Completion Of An Annual Independent City Audit And Comprehensive Annual Financial Report • Oversees The Annual Budget Process; Provides Technical Information And Policy Drafts For The City
