CITY OF GOLDSBORO – CIIVIL ENGINEER Performs Professional Engineering Work In The Design And Inspection Of Utility Projects And Public Works Facilities In The City. Work Includes Conducting Engineering Studies And Preparing Cost Estimates Related To The Extension Of Utility Services; Preparing Engineering Plans, Specifications And Contract Documents For Projects; Providing Supervision For The City’s Stormwater Management Program; Serving As Project Engineer On Utility And Public Works Projects; Inspecting Projects And Answering Questions Related To Plans And Specifications; Reviewing Site Plans, Subdivisions And Building Permits For Compliance With City Requirements; Reviewing And Issuing Permits To Perform Work In The Public Rights-of-way; And Overseeing The Preparation Of A Variety Of Maps And Drawings. ESSENTIAL FUNCTIONS: Conducts Engineering Studies And Prepares Cost Estimates Related To The Extension Of Utilities And Services; Prepares Engineering Plans, Specifications, And Contract Documents Necessary For The Construction Of Public Works Projects Such As Water And Sewer Extensions, Lift Stations, New Streets And Parking Facilities, Storm Drainage Improvements And Upgrading Existing Buildings And Structures. Serves As Project Engineer On City Utility And Public Works Projects; Provides Periodic Inspections Of Projects To Aid The Construction Inspector In Answering Questions Regarding Project Plans And Specifications. Manages And Maintains The City’s Stormwater Management Program (SWMP) To Ensure Compliance With State And City Rules Prepares Reports Documenting City Programs; Updates The City’s SWMP Plan As New Information Becomes Available; Oversees The Implementation Of The SWMP Including Illicit Discharge Detection And Elimination Activities, Project Tracking And Enforcement Related To Construction Activities. KNOWLEDGE AND ABILITIES: Knowledge Of The Principles And Practices Of Civil Engineering As Related To The Preparation Of Plans And Specifications In The Area Assigned. Knowledge Of Modern Methods And Techniques As Applied To The Design Of Stormwater, Public Works, And Utility Projects. Knowledge Of All Relevant State And Federal Laws, Local Ordinance, Policies, And Procedures. Skill In The Use Of Civil Engineering Instruments And Equipment. Ability To Perform Difficult Engineering Computation And To Make Comprehensive Recommendations On Engineering Problems And Projects. EDUCATION AND EXPERIENCE: Bachelor’s Degree In Civil Engineering; Minimum Of Five (5) Years Of Experience In Construction And Inspections Work, Public Works, Or Utility Engineering; Or An Equivalent Combination Of Education And/or Experience. SPECIAL REQUIREMENTS: Possession Of A Valid North Carolina Driver’s License; Registration As Professional Engineer In North Carolina; Salary Range: $74,060 - $117,015 Annually.
