Performs Complex Professional And Administrative Work In Planning, Managing, Organizing, Coordinating And Supervising Financial Activities Related To Accounting, Accounts Payable, Payroll, Capital Assets, The General Ledger System, Interim And Annual Financial Reporting, Purchasing And Warehouse And Parts Inventory; Does Related Work As Required. Work Is Performed Under The General Direction Of The Controller. Supervision Is Exercised Over The Accounting And Payroll Staff.Assists In The Administration Of The City’s Purchasing Policy While Also Ensuring Compliance With North Carolina General Statutes; Assists In Coordinating With Departments Regarding Purchasing Standards And Processes For Individual Purchases, And Reviews And Approves Purchase Requisitions And Accounts Payable Invoices.Analyzes And Evaluates Financial And Reporting Procedures; Recommends And Implements Changes; Assists In The Evaluation And Administration In Department Policies, Programs, And Operations; Implements And Enforces Internal AccountingOversees The City’s Debt Service Requirements, Ensuring All Payments Are Made On Time And Annual Trust And SEC Compliance Requirements For Publicly Issued Debt Are Adhered To; Serves As The Administrator For Debt Books.Comprehensive Knowledge In Financial Administration, Reporting And Accounting At The Supervisory Level With Three Or More Years In Governmental Accounting. Comprehensive Knowledge Of North Carolina State Statutes Concerning Purchasing Procurement, As Well As A Thorough Knowledge Of Modern Governmental Purchasing Principles, Methods And Procedures. Comprehensive Knowledge Of Governmental Accounting And Reporting Standards, Along With The Ability To Analyze Financial Data And Prepare Reports, Ability To Implement Methods, Procedures, Forms And Record Systems, Ability To Communicate Effectively Both Verbally And In Writing.Graduation From An Accredited College Or University With A Bachelor’s Degree In Accounting, Finance, Or Related Field And Extensive Experience In Public Finance Administration And Considerable Supervisory Experience, Or Equivalent Combination Of Education And Experience. Licensed As A Certified Public Accountant (CPA) Required.Experience In Governmental Accounting.
