The North Carolina League Of Municipalities Is In Search Of A Qualified And Confident Human Resources Consultant. The Purpose Of This Position Is To Provide Consultation On A Wide Variety Of Human Resources Related Topics To North Carolina League Of Municipalities Members. Consultation Will Involve Speaking Directly With Elected Officials And Management Staff About Topics Ranging From Federal Employment Related Laws (I.E. FMLA And FLSA), North Carolina Employment Laws (I.E. REDA) To Locally Adopted Personnel Policies.
Furthermore, This Role Is Responsible For Cross Referencing Federal, State Employment Laws And Locally Adopted Personnel Policies As It Relates To Workers Compensation Claims, Criminal Allegations, Convictions And Administrative Investigations. The Position Is Responsible For Conducting Risk Reviews With Members To Identify And Address Updates To High Liability Policies And Procedures And Working Directly With An Employment Attorney To Mitigate Employment Practices Related Claims.
Strong Emphasis On Understanding Functioning Of The Local Government Employees Retirement System (LGERS), Law Enforcement Special Separation Allowance And Other Statutory Requirements As It Relates To Local Government Personnel. Additionally, Thorough Understanding The Forms Of Government In North Carolina As It Relates To Personnel. Responsible For NCLM's Interim Manager Placement Program.
Prefer A Minimum Of Five Years Of Experience In Public Sector Human Resources Management Including Creating Job Descriptions, Disciplinary Procedures, Developing Performance Evaluations, Title VII Claims And The Interworkings Of Municipal Government. Must Have Excellent Written, Verbal, Presentation Skills. Must Be Able To Build Strong Rapport And Establish Relationships With Elected Officials, Managers And Human Resources Staff. Position Requires Residence North Carolina, Frequent In-State Travel, And Some Overnights. Undergraduate Degree Required In Public Administration, Human Resources Or Equivalent Combination Of Education And Experience. Prefer Professional Certification In Human Resources Such As SHRM-CP/SCP And/Or IPMA-HR CP/SCP. Prefer Experience In Municipal Human Resources.
