General Statement Of Duties Performs Complex Professional And Difficult Administrative Work Overseeing All Operations Of The IT Department To Align IT Strategy And Resources With The County Departments’ Goals And Objectives. Distinguishing Features Of The Class An Employee In This Class Is Responsible For Managing The County’s Information Technology Infrastructure, Systems And Data; Provides Strategic Planning And Direction To County Departments Regarding Information Technology (i.e. Personal Computers, Hardware And Software, Network Systems, Client Servers And Office Automation), Including Geographical Information Systems (GIS); And Researches And Installs New Technology. Work Is Performed Under General Supervision Of The Assistant County Manager. Illustrative Examples Of Work - Performs Research On Emerging Technologies, Makes Recommendations To County Departments And Purchases Approved Hardware And Software. - Provides Strategic Planning And Direction For County Departments Related To Information Technology. - Provides Technical Assistance To Departments. - Provides Technical Guidance And Management To IT And GIS Staff. - Manages The County’s Network Infrastructure. - Manages County-wide Cybersecurity Initiatives. - Manages Technology Procurements County-wide. - Ensures The County Telephone System Is Properly Operational. - Prepares Departmental Budget For IT And GIS; Monitors Expenditures. - Provides Updates Regarding IT And GIS Projects To Department Heads, County Manager And Board Of County Commissioners. - Develops, Reviews And Implements County-wide Policies And Procedures Concerning IT And GIS. - Maintains/monitors IT Inventory. - Works With Vendors/suppliers Of IT/GIS Services And Products. - Hires, Trains, Assigns Work/projects, Supervises And Evaluates The Work Of Subordinate Staff. - Ensures The Integrity Of All Backups For Disaster Recovery. - Assists Various Departments With Reporting Needs. - Troubleshoots Network Issues. - Adheres To The Department’s Safety Rules And Regulations. - Performs Other Related Duties As Required. Recruitment And Selection Guidelines Knowledge, Skills And Abilities - Comprehensive Technical Knowledge Related To Computer Technology Systems, Systems Analysis, Design And Implementation. - Ability To Hire, Train And Direct The Work Of IT Staff. - Must Have Good Analytical Skills. - Must Be A Self-starter With The Ability To Plan, Develop And Implement Short- And Long-range Goals And Objectives; Provide Strategic Planning And Direction For County Departments Related To Information Technology. - Ability To Establish And Maintain Effective Working Relationships With Other Employees, Department Heads, Board Of Commissioners, Hardware And Software Vendors, Schools And The General Public. Physical Requirements - Must Be Able To Physically Perform The Basic Life Operational Support Functions Of Stooping, Kneeling, Crouching, Crawling, Reaching, Standing, Walking, Pushing, Pulling, Lifting, Fingering
