CITY OF GOLDSBORO – ASSISTANT PLANNING DIRECTOR
Performs Managerial, Administrative And Professional Planning Work In Directing The Activities Of The Planning Division Within The Planning And Community Department. ESSENTIAL FUNCTIONS: Review Planning, Zoning And Development Proposals; Coordinate The Review With Other City Staff, Various Boards, Commissions And City Council. Serves As Lead Staff Member For GMPO Transportation Planning Committees: Technical Coordinating Committee (TCC) And Technical Advisory Committee (TAC); Special Conditional Use Permits And Change Of Zoning For Conformity With The Principles Of Good Planning And Land Use Practices. Ensures Compliance With The City's UDO; Researches And Prepares Recommendations For Advisory Consideration; Provides Considerable Guidance In Advising Developers On The Consistency Of Their Interests With City Land Use Plans. Assists The Public By Providing Information Concerning Variety Of Land Development Requirements. Provides Assistance To Planning Director Coordinating And Performing Work Activities Involved With The Metropolitan Planning Organization (MPO) Process; Develops Current And Long-range Transportation Plans, Including Assisting With The Development Of The Annual Planning Work Program For The MPO Study Area. Participates In Workshops, Meetings, And Public Hearings To Explain Planning Proposals; Answers Citizens’ Questions Concerning Plans And Problems, And Makes Various Presentations Based Upon Staff Recommendations And Possible Scenarios. KNOWLEDGE AND ABILITIES: Knowledge Of Local, State, And Federal Laws, Regulations, Zoning, Land Use, And Other Ordinances And Codes, Of The Principles And Practices Of Land Use Planning. Knowledge Of The Application Of Information Technology To The Work Of The Department, Including The Use Of GIS Systems. Ability To Provide Leadership To Committees And Staff, Facilitate Meetings, Build Consensus, And Work Collaboratively With Developers, City Officials, And The Community Regarding Development. EDUCATION AND EXPERIENCE: Bachelor’s Degree In Planning Or A Related Field; Five (5) Years Of Experience In Planning; Or An Equivalent Combination Of Education And/or Experience. SPECIAL REQUIREMENTS: Possession Of A Valid North Carolina Driver’s License. AICP Certification Is Strongly Preferred. Hiring Range: Between $60,929 And $78,598.
