Job Summary Under General Supervision, Performs Accounting Activities Related To The Administrative And Purchasing Work Which Primarily Involves Planning, Developing, And Implementing Policy And Procedures For Negotiating And Entering Into Contracts To Procure Services, Supplies, And Equipment For Brunswick Regional Water & Sewer (H2GO) Departments At Prices And Quality Standards That Best Benefit H2GO. Employee Is Responsible For Preparing And Reviewing Complex Bid Specifications, Reviewing Bid Replies And Proposals, Awarding Purchasing Contracts, And Administering Contracts For Materials, Supplies And/or Services. According To NC State Guidelines, Employee Must Exercise Considerable Initiative And Independent Judgment In Determining Proper Contractual Agreements To Benefit H2GO, And For Managing The Purchasing Program. Employee Must Also Exercise Tact And Courtesy In Frequent Contact With Vendors. Reports To The Finance Director. Qualifications  Advanced Knowledge Of Established Bookkeeping And Accounting Principles And Techniques To Governmental Accounting Transactions.  Advanced Knowledge Of Federal, State, And Local Procurement Laws To Include The Federal Uniform Guidance.  Considerable Knowledge Of The Principles And Methods Of Inventory Control And Record Keeping.  General Knowledge Of Terminology Used Within The Department.  Proficient In The Use Of Microsoft Office Software Including Excel, Word, And Outlook.  Ability To Organize And Effectively Process And Maintain Financial Records And Files And Prepare Reports From Them.  Ability To Exercise Tact And Courtesy In Contact With H2GO Personnel, Vendors And The General Public.  Ability To Establish And Maintain Effective Working Relationships As Necessitated By Work Assignments.  Knowledge Of The NC Department Of Administration Website And Submitting Solicitations. Knowledge Of The NC Statewide Term Contracts Portal And Use Of Cooperative Purchasing Agreements  Knowledge Of The State Of NC Interactive Purchasing System (IPS).  Graduation From A Four-year College With A Business Or Accounting Degree And 1 To 3 Years Of Progressively Responsible Experience In Purchasing Work; Or An Associate Degree In Business Or Accounting With 3 To 5 Years Of Progressively Responsible Experience In Purchasing Work; Or Any Equivalent Combination Of Training And Experience Which Provides The Required Knowledge, Skills And Abilities.  Maintains Active Membership With The North Carolina Association Of Governmental Purchasing (NCAGP).  Certified Local Government Purchasing Officer (CLGPO) Obtained Or Working To Obtain Such Certification Through The NCAGP.
