Chief Arp Officer - ARP - 66 Execution Management - Salary Range:$120,685.00 To 150,857.00 Annually

The N.C. League Of Municipalities (NCLM) Is Seeking A Chief American Rescue Plan (ARP) Officer Who Has A Proven Track Record Of Significant Project Management And Demonstrated Leadership. Experience With A Municipal Organization Or Public Agency Is Preferred. The Ideal Candidate Will Be An Innovative Forward Thinker Who Can Articulate A Clear Vision And Develop A Program From The Ground Up. He Or She Will Embrace Emerging Trends And Best Practices While Focusing On Member Service. Further, The Ideal Candidate Must Be Able To Build And Implement A Successful And Effective Program That Meets The League's Goals Within A Short Timeframe. This Position Requires Building Trust With Internal And External Partners, Including Local Elected Officials, Municipal Staff, And Colleagues With Nclm. To Engage With These Diverse Groups, A Successful Candidate Will Possess Outstanding Communication Skills, Highly Developed Interpersonal Skills, And Active Listening Skills. The Chief Will Treat Staff, Stakeholders, And League ,Embers With Respect And Dignity And Be Skilled In Providing Positive, Solutions-Oriented, And Effective Recommendations. The Chief Must Be Able To Demonstrate Effective Performance Through Proper Allocation And Utilization Of Resources, Sound Impartial Decision-Making, And Accountability. The Chief Must Have Thorough Knowledge Of And Comprehensive Experience With Grants Management And The Interpretation And Implementation Of Relevant State And Federal Laws, Rules And Regulations. 

The Chief ARP Officer Will Be Expected To Provide Leadership To The Following Challenges And Opportunities: Based On The Plan And Goals Established By The League, Create A Program To Provide Guidance And Technical Assistance To League Members That Is Activated Quickly, Efficiently And Effectively. This Will Require Hiring A Team Of Qualified Professionals Who Will Effectively Represent The League Well While Providing Help To Member Cities And Towns That Is Accurate, Effective, And That Meets League-Developed Goals. Ensure A Collaborative Working Relationship With Nclm Member Cities And Towns And Other External Partners Supporting Municipalities. Create And Enhance Open And Timely Communication, Transparency, Mutual Respect And Trust, And Solid Recommendations To Fulfill Workplan And Performance Metrics Identified By NCLM. Must Efficiently And Effectively Build And Train A Team Of Professionals To Provide Direct Guidance And Technical Assistance. Must Be Able To Create An Engaging Working Relationship With Employees At Nclm That Builds Trust, Recognizes Expertise Of Staff, Expects Accountability For Job Performance, Avoids Micromanagement, And Encourages Quality Member Service And Transparency.  Must Be Able To Quickly Earn The Trust And Confidence Of The Members Of Nclm, Understanding The Various Dynamic Needs Of Each Of The Members, The Different Grants Available To League Members, And Develop Relationships To Ensure Member Satisfaction In The Services Provided By NCLM. The Chief ARP Officer Will Be Tasked With Writing Policies/Procedures For The ARP Funding Program And Assist With Best Practices For Use Of These Funds. This Will Be A Critical First Step To Ensure Success As The Grant Funds Become Available And Are Utilized By Members Of NCLM.​

Minimum Qualifications: A Bachelor's Degree In Finance, Public Administration, Business Administration, Risk Management Or Related Degree From An Accredited University Is Required, Master's Degree Preferred;  A Minimum Of 8-10 Years Of Progressive Responsibility At A Senior Executive Level, Including Supervisory And/Or Management Experience, In Administration Or Finance, Or Any Equivalent Combination Of Education, Training, And Experience That Provides The Requisite Knowledge, Skills And Abilities For The Job Is Required; Four Years Of Supervisory/Leadership Experience Is Required.

The Expected Starting Salary For This Position Doq (Depending On Qualifications) Is In The Range Of $120,685 - $150,857 (Contingent On State Appropriation – Currently Funded Through December 2026). Candidate May Live Anywhere In North Carolina And Be Available To Travel To Raleigh Multiple Days A Week. Comprehensive Benefits Package Includes: Health, Dental, Vision And Rx Coverage; NC Local Governmental Employees Retirement – Mandatory Employee Contribution Of 6%, Nclm Contributes At Legislatively Established Rate. Employee Is Fully Vested At 5 Years. 401(K) Plan - The League Provides Dollar For Dollar Match Of The First 4% Of Funds Employee Contributes, With 100% Vesting Immediately; Supplemental Life, Short & Long-Term Disability Insurance;mPaid Time Off Holidays, Sick, Vacation, And Discretionary.
