The North Carolina League Of Municipalities (NCLM) Is A Service And Advocacy Organization Representing Nearly Every City And Town In North Carolina. This Position Will Report To The Chief Financial Officer.
NCLM Is Recruiting For A Human Resources Director, Who Will Be Responsible For, But Not Limited To: Providing Effective, Clear, And Timely Communication Of HR Initiatives To A Professional League Staff Of 115+ Employees. Staying Up To Date To Ensure Organization Compliance With Federal And State Employment Laws. Managing The Talent Acquisition Program By Finding And Recruiting Qualified Candidates For Open Roles. Developing And Managing Annual Performance Review Process. Managing Employee Benefits Program To Include Communications, Enrollment And Changes For Medical Coverage And Ancillary Programs. Assisting Employees With Enrollment And Retirement Application Process For The Local Government Employees Retirement System (LGERS) Reviewing And Consulting With Employees On Available Employment And Retirement Benefits. Designing And Implementing An Effective Orientation And Onboarding Program Including Pre-Employment Background Checks. Developing Competitive, Cost-Effective Compensation And Benefit Programs Using Surveys And Other Internal And External Benchmarking Data. Serving As The First Point Of Contact For Employees Regarding HR Questions And Concerns As Well As Handling Employee Relation Issues And/Or Administrative Investigations. Managing And Updating The Personnel Policy And Employee Handbook. Managing Employee Well-Being, Safety, And Workers' Compensation Programs. Working With Leadership To Identify Training And Other Learning Opportunities For Employees And Facilitating Annual Employee Training. Managing The HRIS System (ADP) To Ensure Accurate Information Resides In The System And Effectively Utilizing The HRIS System To Leverage HR Initiatives. Responsible For Entering Employee Payroll Deductions Into ADP. Actively Participating With Senior Leadership To Help Drive League-Wide Initiatives Including Those Focused On HR And Diversity, Equity, And Inclusion (DEI). Supporting Finance In The Preparation Of Biweekly Payrolls By Responding Promptly To Questions And Providing Support For Changes In Individual's Payroll Inputs When Needed.
Minimum Qualifications: Ideal Candidate Will Have 7-10 Years Of Strong HR Generalist Experience With Progressively Responsible Experience. A Bachelor's Degree In Business, Human Resources, Or Psychology Preferred. Selected Candidate Must Have The Ability To Effectively Function As The Solo HR Practitioner (HR Department Of One) For The Organization And Well-Developed Interpersonal And Communication Skills. Additionally, Candidates Must Have HRIS Software Experience (Preferably With ADP) And Knowledge Of All MS Office Systems. Driver's License Valid In NC And Good Driving Record. Familiarity With Public Sector Human Resources Would Be Beneficial, Including The Local Government Employees Retirement System. PHR, SHRM-SCP, And/Or IPMA-SCP Certification Highly Preferred.

Salary & Benefits: A Hybrid Work Arrangement Is Available After An Introductory Period. Expected Hiring Range Of $107,409 - $114,000 Annually Dependent On Experience And Qualifications.
