THE NORTH CAROLINA LEAGUE OF MUNICIPALITIES IS SEEKING A DEPUTY DIRECTOR OF MUNICIPAL ACCOUNTING SERVICES (MAS). THE PURPOSE OF THIS POSITION IS TO SUPPORT AND COORDINATE THE LEAGUE'S OUTREACH AND TECHNICAL ASSISTANCE EFFORTS RELATED TO THE MUNICIPAL ACCOUNTING SERVICES PROGRAM. THIS NEWLY CREATED PROGRAM IS FUNDED BY A FEDERALLY AWARDED AMERICAN RESCUE PLAN ACT (ARPA) GRANT. SERVING UNDER THE DIRECTION OF THE CHIEF ARP OFFICER, THE DEPUTY DIRECTOR-MAS WILL SUPERVISE THE OPERATION OF STAFF INCLUDING SENIOR ACCOUNTANTS, ACCOUNTANTS, AND INDEPENDENT CONTRACTORS ASSISTING THE MUNICIPAL ACCOUNTING SERVICES PROGRAM. THIS POSITION IS FUNDED BY THE ARPA, AND IS OFFERED SPECIFICALLY WHILE THESE FUNDS ARE AVAILABLE, WHICH IS EXPECTED TO LAST UNTIL 2026. AN OBJECTIVE OF THE MAS PROGRAM IS TO MAKE IT SUSTAINABLE BEYOND THE GRANT PERIOD.
POSITION DUTIES INCLUDE: PLANNING, ORGANIZING, MANAGING, AND OVERSEEING THE MAS PROGRAM. (WHICH WILL BE A PARTNERSHIP BETWEEN A GOVERNMENTAL ACCOUNTING SOFTWARE VENDOR AND A LEAGUE RUN ACCOUNTING ASSISTANCE EFFORT). DEVELOPING PROGRAM COMPONENTS, INCLUDING OVERSIGHT OF INITIAL HIRING OF STAFF, QUALIFICATION OF MUNICIPALITIES FOR PROGRAM PARTICIPATION, DEVELOPMENT OF MOU'S WITH MUNICIPALITIES, IMPLEMENTATION PLANS, DELIVERABLES OF ACCOUNTING STAFF, AND SCHEDULING OF REOCCURRING SETS OF CONTACTS TO MUNICIPALITIES. WORKING WITH LEAGUE MAS SR. CONSULTANT AND OTHER LEAGUE STAFF TO EVALUATE PROPOSALS FOR MUNICIPAL ACCOUNTING SOFTWARE VENDORS. ESTABLISHING ONGOING COORDINATED SERVICES TO ASSESS READINESS OF SELECTED MUNICIPALITIES AND IMPLEMENTATION OF NEW SOFTWARE. CONDUCTING VIRTUAL AND IN PERSON MEETINGS WITH LEAGUE EMPLOYEES ASSISTING MEMBER CITIES AROUND THE STATE. MANAGING FINANCIAL PAYMENTS OF MAS PROGRAM AND REGULARLY REPORTING ON THE STATUS. DEVELOPING PROJECTIONS OF EXPENSE REQUIREMENTS WITHIN PROGRAM BUDGET AUTHORITY AND ENSURING COMPLIANCE WITH ALL RELEVANT STATE AND FEDERAL REGULATIONS AS IT RELATES TO THE MAS PROGRAM.
MINIMUM QUALIFICATIONS: BACHELOR'S DEGREE IN ACCOUNTING OR FINANCE. AT LEAST 5-7 YEARS' EXPERIENCE IN MANAGING FINANCIAL OR SIMILAR PROGRAMS OR PROJECTS. PREFERRED QUALIFICATIONS: EXPERIENCE IN MANAGING PROJECTS THROUGH THE FULL LIFE CYCLE, AND WITH RUNNING A PROGRAM WITH A HIGH NUMBER OF STAKEHOLDERS, INVOLVING GOVERNMENTAL ACCOUNTING SOFTWARE AND ACCOUNTING PROCESSES.
