AN EMPLOYEE IN THIS CLASS PLANS AND SUPERVISES THE FORMULATION AND ADMINISTRATION OF CITY PERSONNEL POLICIES, PROCEDURES AND PROGRAMS. WORK INCLUDES FREQUENT CONTACT WITH DEPARTMENTAL REPRESENTATIVES IN COORDINATING PERSONNEL PLANNING AND IN INTERPRETING AND ADVISING ON POLICIES AND PROCEDURES. INITIATIVE AND JUDGMENT ARE REQUIRED. WORK IS UNDER THE GENERAL DIRECTION OF THE CITY MANAGER'S OFFICE AND IS EVALUATED IN CONFERENCES AND BY REVIEW OF RECORDS AND REPORTS. ADVISES THE CITY COUNCIL AND CITY MANAGER ON PERSONNEL PLANS AND POLICIES.
ORGANIZES AND DIRECTS THE PROVISION OF PERSONNEL SERVICES TO ALL CITY DEPARTMENTS. CONFERS WITH DEPARTMENT HEADS AND EMPLOYEES ON PERSONNEL PROBLEMS; PROVIDES INFORMATION AND ASSISTANCE; SEEKS TO ENSURE UNIFORM APPLICATION OF PERSONNEL POLICIES. DIRECTS THE ADMINISTRATION OF THE CITY POSITION CLASSIFICATION AND COMPENSATION PLANS AND THE REVISION OF THOSE PLANS TO MEET CHANGING NEEDS. DEVELOPS PROGRAM OF RECRUITMENT TO INCLUDE INTERVIEWING AND ASSESSMENT OF APPLICANTS FOR POSITIONS IN CITY GOVERNMENT. DEVELOPS AND OVERSEES THE PERFORMANCE APPRAISAL PROGRAM FOR ALL CITY DEPARTMENTS. COORDINATES THE TRAINING AND DEVELOPMENT PROGRAM TO KEEP EMPLOYEES INFORMED IN ADMINISTRATIVE, TECHNICAL AND PROFESSIONAL AREAS OF THEIR WORK. RECEIVES AND RESPONDS TO EMPLOYEE GRIEVANCES; WORKS TO RESOLVE PROBLEMS. ATTENDS MEETINGS AND CONFERENCES AS APPROPRIATE. PERFORMS RELATED WORK AS REQUIRED. THOROUGH KNOWLEDGE OF THE OBJECTIVES AND PRINCIPLES OF MODERN PUBLIC PERSONNEL ADMINISTRATION. THOROUGH KNOWLEDGE OF THE CITY PERSONNEL POLICIES AND PROCEDURES. ABILITY TO DEVELOP AND ADMINISTER EFFECTIVE PERSONNEL POLICIES AND PROCEDURES. ABILITY TO DEVELOP EFFECTIVE PROGRAMS OF PERSONNEL SERVICES INCLUDING RECRUITMENT, TRAINING, CLASSIFICATION, COMPENSATION AND EMPLOYEE RELATIONS. ABILITY TO EXPRESS IDEAS EFFECTIVELY ORALLY AND IN WRITING. ABILITY TO MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH THE GENERAL PUBLIC AND ALL EMPLOYEES. 

GRADUATION FROM A FOUR YEAR COLLEGE OR UNIVERSITY WITH A DEGREE IN HUMAN RESOURCES MANAGEMENT, PUBLIC ADMINISTRATION OR A CLOSELY RELATED FIELD, PREFERABLY WITH A MASTERS DEGREE IN A RELATED FIELD. REQUIRES PROGRESSIVELY RESPONSIBLE PERSONNEL MANAGEMENT EXPERIENCE, PREFERABLY IN A LOCAL GOVERNMENT SETTING INCLUDING AT LEAST 5-7 YEARS SUPERVISORY/MANAGEMENT EXPERIENCE. EQUIVALENT COMBINATION OF EDUCATION AND EXPERIENCE WILL BE CONSIDERED.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS: WORK IN THIS CLASS IS DESCRIBED AS BEING SEDENTARY AND SELDOM REQUIRES MUCH PHYSICAL EXERTION TO COMPLETE TASKS. WORK TYPICALLY INVOLVES THE ABILITY TO PHYSICALLY PERFORM THE BASIC LIFE OPERATIONS FUNCTIONS OF REACHING, STANDING, WALKING, LIFTING, FINGERING, GRASPING, TALKING, HEARING AND REPETITIVE MOTIONS. EMPLOYEE REGULARLY OPERATES A VARIETY OF MACHINERY AND EQUIPMENT, INCLUDING TELEPHONES, COMPUTERS, CALCULATORS, COPIERS, FACSIMILE MACHINES, ETC. WORK NECESSITATES VISUAL ACUITY TO DETERMINE THE ACCURACY, NEATNESS, AND THOROUGHNESS OF WORK ASSIGNED IN PREPARING AND ANALYZING FIGURES, ACCOUNTING, TRANSCRIPTION, AND EXTENSIVE READING. WORKING CONDITIONS INCLUDE INSIDE ENVIRONMENTAL CONDITIONS.
