Assistant Public Utilities Director

PERFORM PROFESSIONAL AND MANAGERIAL WORK PLANNING, ORGANIZING AND ASSIST WITH DIRECTION IN THE ADMINISTRATION, OPERATIONS, AND MAINTENANCE OF THE TOWN'S WATER AND SEWER INFRASTRUCTURE. SUCCESS IS ACCOMPLISHED BY ENSURING COMPLIANCE WITH ALL FEDERAL AND STATE REGULATIONS AND REQUIREMENTS AND ENSURING THAT THE UTILITY'S INFRASTRUCTURE IS MAINTAINED AND SECURE THROUGH ASSET MANAGEMENT AND CAPITAL IMPROVEMENTS. OTHER DUTIES INCLUDE ASSISTING IN THE DEVELOPMENT OF THE ANNUAL OPERATING BUDGET, PREPARING AND MAINTAINING RECORDS AND REPORTS, AND DIRECTING THE OVERSIGHT OF RESEARCH IN IMPROVEMENT METHODS AND TECHNIQUES FOR A VIABLE UTILITY.

ESSENTIAL DUTIES AND TASKS: ASSISTS, THROUGH EFFECTIVE MANAGEMENT PRACTICES, TO PLAN, ORGANIZE, AND DIRECT THE MAINTENANCE AND REPAIR OF WATER AND SEWER INFRASTRUCTURE THROUGH ASSET MANAGEMENT AND CAPITAL IMPROVEMENTS; ASSISTS WITH SUPERVISING, PLANNING, ORGANIZING AND DIRECTING THE WORK OF SUPERVISORS AND EMPLOYEES ENGAGED IN OPERATIONS AND PREVENTIVE MAINTENANCE AND REPAIR; ASSISTS DIRECTOR AND PARTICIPATES IN PLANNING FOR CURRENT AND FUTURE CAPACITY NEEDS AND PLANT AND SYSTEMS MODIFICATIONS FOR INCREASED EFFICIENCY OR REGULATORY COMPLIANCE; ASSISTS IN THE SUPERVISION OF TRAINING AND OTHER DECISIONS FOR THE DEPARTMENT; ASSISTS IN PLANNING AND IMPLEMENTING SAFETY PROGRAMS INCLUDING TRAINING, PROCEDURES, AND EQUIPMENT AS NECESSARY; RESEARCHES AND RECOMMENDS STRATEGIES FOR MEETING NEW REGULATORY REQUIREMENTS; SUPERVISES AND PARTICIPATES IN THE INVESTIGATION, IMPLEMENTATION, AND ADMINISTRATION OF THE TOWN'S DISTRIBUTION, COLLECTIONS, AND WASTEWATER PERMITS; RESEARCHES AND RECOMMENDS PROVISIONS OF THE TOWN'S SEWER USE ORDINANCE; OVERSEES AND MAY PARTICIPATE IN ON-SITE INSPECTION AND RECOMMENDATION OF ENFORCEMENT WITH INDUSTRIAL PERMITS; PARTICIPATES IN ESTABLISHING EFFECTIVE WORKING RELATIONSHIPS WITH INDUSTRIES IN PRETREATMENT PROGRAM. ESTABLISHES, MAINTAINS, AND ANALYZES A VARIETY OF REPORTS AS REQUIRED AND AS NEEDED FOR EFFECTIVE MANAGEMENT DECISION-MAKING; PARTICIPATES IN THE PREPARATION OF DEPARTMENTAL REPORTS; DIRECTS THE ACQUISITION AND USAGE OF COMPUTER SYSTEMS TO ENHANCE OPERATIONS AND RECORD KEEPING; ASSISTS WITH DIRECT OVERSIGHT AND PROJECT MANAGEMENT, OF VARIOUS UTILITY STUDIES AND CAPITAL CONSTRUCTION PROJECTS; ASSISTS IN THE OVERSIGHT AND PREPARATION OF THE ANNUAL REPORTS; ASSISTS DIRECTOR WITH OVERSIGHT OF THE DEPARTMENT'S ENTERPRISE FUND FISCAL OPERATIONS BY COLLABORATIVELY DEVELOPING THE DEPARTMENT'S ANNUAL OPERATING BUDGET AND CAPITAL IMPROVEMENTS PROGRAM WITH TOWN MANAGEMENT AND STAFF; MONITORING THE WATER AND SEWER UTILITY BILLING SYSTEMS CUSTOMER ACCOUNT PRACTICES, CUSTOMER SERVICE ISSUES; MONITORING THE DEPARTMENT'S PROCUREMENT PROCESSES (INCLUDING PCARD PROGRAM); AND REVIEWING AND APPROVING EXPENDITURES; ASSISTS THE DIRECTOR WITH REQUESTS FOR DIVISION RESOURCES AS PART OF ANNUAL BUDGET PROCESS; ASSIST TO COMPILE REQUESTS OF DEPARTMENT SUPERVISORS; HELPS CONTROLS ALLOCATED RESOURCES ONCE APPROVED; ASSISTS IN REVIEW OF DEVELOPMENT AND CONSTRUCTION PROJECTS AND RELATED DOCUMENTS, PERTAINING TO PUBLIC UTILITIES, FOR COMPLIANCE WITH TOWN STANDARD SPECIFICATIONS, ADOPTED TECHNICAL CODES, STATE AND FEDERAL REGULATIONS; PARTICIPATES IN MARKETING THE TOWN'S UTILITIES AND IN RATE ANALYSIS AND RECOMMENDATIONS; ASSISTS IN THE RESEARCH, DEVELOPMENT, AND ADMINISTRATION OF GRANTS; REPRESENTS THE TOWN AND ATTENDS LOCAL AND REGIONAL MEETINGS TO ADVOCATE FOR THE TOWN'S NEEDS AND PRIORITIES; ESTABLISHES AND MAINTAINS COLLABORATIVE WORKING RELATIONSHIPS WITH STATE AND FEDERAL AGENCIES AND OTHER LOCAL UNITS OF GOVERNMENT;mASSISTS WITH OVERSITE OF PROJECTS THAT EXPAND AND ENHANCE THE TOWN'S SYSTEMS; ASSISTS IN THE INSPECTION OF CONSTRUCTION AND COMPLETED PROJECTS; RESPONDS TO REQUESTS FOR INFORMATION FROM CITIZENS, REALTORS, DEVELOPERS AND OTHER INTERESTED PARTIES FOR ISSUES RELATING TO TOWN PROJECTS; RESPONDS TO A VARIETY OF CITIZEN COMPLAINTS, RESOLVES CONFLICTS WITH DEVELOPERS, CONTRACTORS AND THE GENERAL PUBLIC; ACTS AS THE DEPARTMENT HEAD IN THE ABSENCE OF THE DIRECTOR, AND AS NEEDED, PROVIDES PROFESSIONAL CONSULTATION TO THE TOWN BOARD OF COMMISSIONERS AND TOWN MANAGEMENT REGARDING PUBLIC UTILITIES OPERATIONS AND CAPITAL PROJECTS;

OTHER DUTIES AS REQUIRED: WORK IS PERFORMED UNDER THE GENERAL SUPERVISION OF THE PUBLIC UTILITIES DIRECTOR AND IS EVALUATED BASED ON CONFERENCES, REVIEW OF COMPLETED WORK AND RECORDS, AND OBSERVATION OF DEMONSTRATED SKILLS.

KNOWLEDGE, SKILLS, AND ABILITIES: THOROUGH KNOWLEDGE OF LOCAL, STATE, AND FEDERAL LAWS AND REGULATIONS, AND THE PRINCIPLES AND PRACTICES OF WATER DISTRIBUTION, SANITARY SEWER COLLECTIONS, WASTEWATER TREATMENT, PUMPING STATIONS, METERING AND OTHER UTILITY SYSTEMS APPURTENANCES; THOROUGH KNOWLEDGE OF THE TOWN'S BUDGET, PURCHASING, AND PERSONNEL POLICIES AND PRACTICES; THOROUGH KNOWLEDGE OF EFFECTIVE MANAGEMENT PRACTICES INCLUDING LEADERSHIP, HIRING, MOTIVATION, COMMUNICATIONS, DELEGATION, DISCIPLINE, PERFORMANCE REVIEW, AND OTHER PRACTICES; CONSIDERABLE KNOWLEDGE OF THE APPLICATION OF INFORMATION TECHNOLOGY TO THE WORK OF THE DEPARTMENT; WORKING KNOWLEDGE OF OPERATIONS, MECHANICAL, ELECTRICAL, AND ELECTRONIC TRADES AS APPLIED TO WATER AND WASTEWATER INFRASTRUCTURE AND EQUIPMENT MAINTENANCE AND REPAIR; ABILITY TO ANALYZE INFORMATION AND MAKE EFFECTIVE DECISIONS; ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH TOWN OFFICIALS, INDUSTRIAL OFFICIALS, REGULATORY OFFICIALS, CONTRACTORS, OTHER EMPLOYEES, AND THE GENERAL PUBLIC; ABILITY TO PREPARE, PRESENT AND INTERPRET COMPLEX RECORDS AND REPORTS; THOROUGH KNOWLEDGE OF APPLICABLE LAWS, REGULATIONS, GUIDELINES, STANDARDS, AND CODES RELATED TO DESIGN AND DEVELOPMENT; OF METHODS, MATERIALS, AND TECHNIQUES USED IN UTILITY CONSTRUCTION PROJECTS, AND OF DESIGN AND LEGAL REQUIREMENTS OF ASSIGNED SYSTEMS; THOROUGH KNOWLEDGE OF THE PRINCIPLES OF PROJECT MANAGEMENT AND PUBLIC FINANCING, CONTRACTING, AND BUDGETING, AND OF LOCAL, STATE AND FEDERAL LAWS AND REGULATIONS IMPACTING THE DEPARTMENT; THOROUGH KNOWLEDGE OF TOWN ORDINANCES REGARDING WATER, SEWER, AND DEVELOPMENT; THOROUGH KNOWLEDGE OF FEDERAL, STATE, AND LOCAL LAWS, POLICIES AND DESIGN CRITERIA FOR WATER AND SEWER, INCLUDING NC GENERAL STATUTES, NC ADMINISTRATIVE CODE, OSHA REGULATIONS, NC DIVISION OF WATER QUALITY REGULATIONS, NC DEPARTMENT OF ENVIRONMENTAL QUALITY REGULATIONS, NC DOT REGULATIONS AND OTHER CODES, LAWS, AND REGULATIONS; ABILITY TO EFFECTIVELY RESOLVE CITIZEN COMPLAINTS AND PROBLEMS ON THE JOB SITE; ABILITY TO PROVIDE CLEAR, CONCISE, AND PROFESSIONALLY SOUND CONSULTATION ON PUBLIC UTILITIES ISSUES; ABILITY TO PREPARE COMPREHENSIVE AND CONCISE TECHNICAL REPORTS, TO MAKE EFFECTIVE PUBLIC PRESENTATIONS, AND TO COMMUNICATE PROFESSIONALLY AND EFFECTIVELY WITH MEMBERS OF THE PUBLIC, THE DEVELOPMENT COMMUNITY, AND STAFF OF OTHER PUBLIC AGENCIES WITH MINIMUM SUPERVISION; ABILITY TO USE A VARIETY OF WORD PROCESSING, SPREADSHEET, DATABASE, OR OTHER SYSTEM SOFTWARE, SUCH AS MICROSOFT OFFICE, ESRI GIS, CITYWORKS, WATER AND SEWER MODELING SOFTWARE, INTERNET SEARCH ENGINES, ETC.…EXERCISE CONFIDENTIALITY AND DISCRETION FOR LEGAL, POLITICALLY SENSITIVE OR PRIVATE ECONOMIC DEVELOPMENT ITEMS.

PHYSICAL REQUIREMENTS: MUST BE ABLE TO PERFORM THE BASIC LIFE FUNCTIONS OF CLIMBING, BALANCING, STOOPING, KNEELING, CROUCHING, REACHING, STANDING, WALKING, PUSHING, PULLING, LIFTING, FINGERING, TALKING, HEARING, AND REPETITIVE MOTIONS. MUST BE ABLE TO PERFORM LIGHT WORK EXERTING UP TO 20 POUNDS OF FORCE OCCASIONALLY; AND/OR UP-TO 10 POUNDS OF FORCE FREQUENTLY OR CONSTANTLY TO MOVE OBJECTS. MUST POSSESS VISUAL ACUITY NECESSARY TO INSPECT SCHEMATIC DRAWINGS, PREPARE AND ANALYZE FIGURES AND DATA, AND OPERATE A COMPUTER TERMINAL.

DESIRABLE EDUCATION AND EXPERIENCE: BACHELOR'S DEGREE AND 4 OR MORE YEARS' EXPERIENCE; OR MASTER'S DEGREE AND MORE THAN 2 YEARS' EXPERIENCE MANAGING WATER AND/OR WASTEWATER TREATMENT SYSTEMS, WITH A DEGREE IN CIVIL ENGINEERING OR RELATED ENGINEERING FIELD FROM AN ACCREDITED COLLEGE OR UNIVERSITY. REGISTRATION AS A PROFESSIONAL ENGINEER IN NORTH CAROLINA REQUIRED, OR ABILITY TO OBTAIN WITHIN 12 MONTHS.

PREFERRED CERTIFICATIONS FOR WATER AND/OR WASTEWATER BY THE STATE OF NORTH CAROLINA DEQ.
