ESSENTIAL TASKS: PLANS, DIRECTS, SUPERVISES AND EVALUATES THE WORK OF STAFF CARRYING OUT DEPARTMENTAL PROGRAMS, MONITORS PROGRESS AND MAKES RECOMMENDATIONS; DEVELOPS DEPARTMENTAL BUDGET, MONITORS AND MANAGES EXPENDITURES; SETS AGENDAS, GOALS AND TIMETABLES FOR COMMUNITY DEVELOPMENT ACTIVITIES AND PROJECTS; INSPIRES AND BRAINSTORMS WITH STAFF CONCERNING CITY NEEDS, FUTURE TRENDS, AND CRITICAL ISSUES; COMMUNICATES WITH PUBLIC OFFICIALS AND CITIZEN GROUPS CONCERNING COMMUNITY DEVELOPMENT ISSUES AND FEEDS BACK THEIR CONCERNS INTO STAFF WORK; RESOLVES PROBLEMS RAISED BY PRIVATE CONTRACTORS CONCERNING RULES AND REGULATIONS; DISCUSSES PROPOSED PROJECTS WITH CONTRACTORS, DEPARTMENT STAFF AND OTHER CITY STAFF; WORKS WITH VARIOUS BOARDS AND COMMISSIONS IN CARRYING OUT COMMUNITY DEVELOPMENT PROGRAMS AND PROJECTS INCLUDING BOARD OF ADJUSTMENT AND HISTORIC PRESERVATION COMMISSION; PRESENTS STAFF REPORTS TO CITY COUNCIL; COUNCIL COMMITTEES, THE CITIZENS ADVISORY COUNCIL AND THE GENERAL PUBLIC; ESTABLISHES AND MAINTAINS COOPERATIVE WORKING RELATIONSHIPS WITH CITY MANAGEMENT, STAFF, CITY DEPARTMENTS AND OFFICIALS, OUTSIDE AGENCIES, CONSULTANTS, AND THE PUBLIC; PARTICIPATES IN ACTIVITIES OF REGIONAL AND INTER-JURISDICTIONAL COMMITTEES; DISCUSSES DEVELOPMENTAL ISSUES OF MUTUAL INTEREST WITH REGIONAL PLANNERS; ADVISES THE CITY MANAGER AND OTHER OFFICIALS ON COMMUNITY DEVELOPMENT MATTERS; PREPARES SPEECHES, ARTICLES, REPORTS AND OTHER PRESENTATIONS DEALING WITH THE PLANNED DEVELOPMENT OF THE AREA; OVERSEES AND COORDINATES THE DEVELOPMENT OF THE CITY’S CONSOLIDATED PLAN; DIRECTS STAFF IN PREPARATION OF THE ANNUAL ACTION PLAN AND CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER). QUALIFICATIONS: BACHELOR’S DEGREE IN PUBLIC ADMINISTRATION, URBAN PLANNING, BUSINESS ADMINISTRATION, OR RELATED FIELD WITH FIVE (5) YEARS COMMUNITY DEVELOPMENT EXPERIENCE; OR AN ASSOCIATE DEGREE WITH AT LEAST EIGHT (EIGHT) YEARS OF COMMUNITY DEVELOPMENT EXPERIENCE. AT LEAST FIVE (5) YEARS OF SUPERVISORY EXPERIENCE. THOROUGH KNOWLEDGE AND UNDERSTANDING HUD REGULATIONS AND RELEVANT OMB CIRCULARS. VALID NORTH CAROLINA DRIVER’S LICENSE. • EXCELLENT COMMUNICATION SKILLS WITH THE ABILITY TO COMMUNICATE IN VARIOUS FORMS AND CONVEY COMPLEX INFORMATION CLEARLY AND EFFECTIVELY TO DIFFERENT AUDIENCES • GOOD INTERPERSONAL SKILLS TO CREATE AND MAINTAIN PRODUCTIVE WORKING RELATIONSHIPS WITH ASSOCIATES, CITY OFFICIALS, CUSTOMERS AND THE PUBLIC; SALARY: $122,557 + ANNUALLY TO COMMENSURATE WITH QUALIFICATIONS, AND BENEFITS.
