$75,735.12 - $106,029.16 DOQ TO APPLY PLEASE VISIT WWW.HICKORYNC.GOV/EMPLOYMENT THIS POSITION IS RESPONSIBLE FOR MANAGING ALL ACTIVITIES RELATED TO THE TECHNOLOGY FUNCTIONS OF THE CITY GOVERNMENT. SUPERVISES IT DEPARTMENT PERSONNEL; PROVIDES DIRECTION AND SUPPORT FOR EMPLOYEES IN ALL AREAS OF TECHNOLOGY; PROVIDES TRAINING AND FEEDBACK; SETS PRIORITIES. PARTICIPATES IN STRATEGIC PLANNING FUNCTIONS; PARTICIPATES IN SETTING DIRECTION FOR TECHNOLOGY IMPLEMENTATIONS; REVIEWS AND EVALUATES NEW TECHNOLOGY; PARTICIPATES IN PLANNING FOR FUTURE NEEDS. ASSISTS WITH DEVELOPING DEPARTMENT BUDGET. MANAGES DEPARTMENT BUDGET. PROVIDES TECHNICAL ASSISTANCE TO OTHER DEPARTMENTS. NEGOTIATES CONTRACTS FOR EQUIPMENT PURCHASE AND LEASES, PHONE SERVICES, CELLULAR SERVICES, ETC. PERFORMS BUSINESS JUSTIFICATION AND RISK MANAGEMENT FUNCTIONS FOR ALL TECHNOLOGY PURCHASES. REVIEWS SPECIFICATIONS AND VENDOR SELECTION FOR ALL TECHNOLOGY PURCHASES. SERVES AS THE ADMINISTRATOR FOR FCC RADIO LICENSING, TOWER REGISTRATIONS, AND CABLE TV CONTRACTS. PERFORMS OTHER RELATED DUTIES AS ASSIGNED. KNOWLEDGE OF MULTIPLE COMPUTER OPERATING SYSTEMS, APPLICATION PROGRAMS, AND HARDWARE PLATFORMS. KNOWLEDGE OF GENERALLY ACCEPTED ACCOUNTING PRINCIPLES (GAAP) AND FAMILIARITY WITH TYLER TECHNOLOGIES APPLICATION SUITE (MUNIS) IS PREFERRED. KNOWLEDGE OF THE PRINCIPLES AND PROCESSES OF COMPUTERIZED INFORMATION MANAGEMENT, INCLUDING SYSTEM DESIGN AND ANALYSIS, PROGRAMMING TOOLS AND LANGUAGES, HARDWARE, SOFTWARE, NETWORK CAPABILITIES, INTERNAL AND EXTERNAL CYBER SECURITY THREAT PREVENTION AND REMEDIATION. KNOWLEDGE OF TRENDS AND STANDARDS OF THE COMPUTER INDUSTRY, AND RELEVANT LOCAL, STATE, AND FEDERAL REGULATIONS. KNOWLEDGE OF RELEVANT CITY GOVERNMENT ORDINANCES AND DEPARTMENT POLICIES AND PROCEDURES. SKILL IN TROUBLESHOOTING AND PROBLEM-SOLVING TECHNICAL ISSUES AND QUESTIONS. SKILL IN OPERATING MAINFRAME, MINI-, AND MICRO-COMPUTERS AND UTILIZING RELATED SOFTWARE PROGRAMS. SKILL IN ORAL AND WRITTEN COMMUNICATION WITH BOTH TECHNICAL AND NON-TECHNICAL PERSONNEL. KNOWLEDGE AND LEVEL OF COMPETENCY COMMONLY ASSOCIATED WITH THE COMPLETION OF A BACCALAUREATE DEGREE IN A COURSE OF STUDY RELATED TO THE INFORMATION TECHNOLOGY FIELD. EXPERIENCE SUFFICIENT TO THOROUGHLY UNDERSTAND THE DIVERSE OBJECTIVES AND FUNCTIONS OF THE IT DEPARTMENT, AND ITS RESPONSIBILITY TO PROVIDE EXCELLENT SUPPORT FOR THE OTHER DEPARTMENTS WITHIN THE CITY’S ORGANIZATION (USUALLY INTERPRETED TO REQUIRE EIGHT TO TEN YEARS OF RELATED IT SUPPORT AND EXPERIENCE). POSSESSION OF OR ABILITY TO READILY OBTAIN A VALID DRIVER'S LICENSE ISSUED BY THE STATE OF NORTH CAROLINA FOR THE TYPE OF VEHICLE OR EQUIPMENT OPERATED. LOCAL GOVERNMENT EXPERIENCE IS PREFERRED.
