CITY OF GOLDSBORO – ASSISTANT PLANNING DIRECTOR THIS POSITION IS RESPONSIBLE FOR PROVIDING TECHNICAL, MANAGEMENT AND PROFESSIONAL ASSISTANCE TO THE DIRECTOR, ASSISTANT CITY MANAGER, AND OTHER DEPARTMENTAL PERSONNEL. ESSENTIAL FUNCTIONS: REVIEW PLANNING, ZONING AND DEVELOPMENT PROPOSALS; COORDINATE THE REVIEW WITH OTHER CITY STAFF, VARIOUS BOARDS, COMMISSIONS AND CITY COUNCIL. TAKES A LEAD ROLE REVIEWING SITE DEVELOPMENT PLANS SUCH AS SUBDIVISIONS, CONDITIONAL USE PERMITS AND CHANGE OF ZONING FOR CONFORMITY WITH THE PRINCIPLES OF GOOD PLANNING AND LAND USE PRACTICES. ENSURES COMPLIANCE WITH THE CITY'S UDO; RESEARCHES AND PREPARES RECOMMENDATIONS FOR ADVISORY CONSIDERATION; PROVIDES CONSIDERABLE GUIDANCE IN ADVISING DEVELOPERS ON THE CONSISTENCY OF THEIR INTERESTS WITH CITY LAND USE PLANS. ASSISTS THE PUBLIC BY PROVIDING INFORMATION CONCERNING VARIETY OF LAND DEVELOPMENT REQUIREMENTS. PREPARES PERFORMANCE BOND FORMS FOR CUSTOMERS AFTER SITE INSPECTIONS IF ALL REQUIRED SITE IMPROVEMENTS ARE NOT COMPLETED. SERVES AS DEPARTMENT LIAISON TO THE PLANNING COMMISSION, BOARD OF ADJUSTMENT AND HISTORIC DISTRICT COMMISSION. ASSISTS PLANNING DIRECTOR WITH VARIOUS BOARDS AND COMMITTEES SUCH AS THE CITY COUNCIL, TECHNICAL COORDINATING COMMITTEE AND TRANSPORTATION ADVISORY COMMITTEE; PREPARES PERTINENT DOCUMENTS AND MAKES PRESENTATIONS TO BOARDS AND COMMITTEES. KNOWLEDGE AND ABILITIES: EXTENSIVE KNOWLEDGE OF PLANNING AND DEVELOPMENT, POLICIES, AND LEGAL REQUIREMENTS RELATED TO NC GENERAL STATUTES. THOROUGH KNOWLEDGE OF LOCAL, STATE, AND FEDERAL LAWS, REGULATIONS, ZONING, LAND USE, AND OTHER ORDINANCES AND CODES, OF THE PRINCIPLES AND PRACTICES OF LAND USE PLANNING. CONSIDERABLE SKILL IN THE COLLECTION, ANALYSIS, AND PRESENTATION OF TECHNICAL DATA AND PLANNING RECOMMENDATIONS, AND ABILITY TO COORDINATE PUBLIC PARTICIPATION PROCESSES. MUST HAVE THE ABILITY TO PREPARE AND MAINTAIN DETAILED AND TECHNICAL RECORDS; ABILITY TO RESEARCH, COLLECT AND ORGANIZE DATA. MUST BE SKILLED IN THE USE OF STANDARD OFFICE EQUIPMENT INCLUDING A PERSONAL COMPUTER AND KNOWLEDGE OF APPLICATION SOFTWARE PACKAGES (MICROSOFT OFFICE PROFESSIONAL, ARCGIS). EDUCATION AND EXPERIENCE: GRADUATION FROM AN ACCREDITED COLLEGE OR UNIVERSITY WITH BACHELOR'S DEGREE IN PLANNING OR CLOSELY RELATED FIELD WITH A MINIMUM OF FIVE TO SEVEN YEARS' PROFESSIONAL EXPERIENCE IN PUBLIC SECTOR PLANNING; OR MASTER'S DEGREE AND MORE THAN THREE YEARS' EXPERIENCE IN PLANNING.
