CONSTRUCTION CONTRACTS ADMINISTRATOR (3511) SALARY: $60,551.00 - $80,735.00 ANNUALLY

PRIMARY DUTIES/BRIEF DESCRIPTION OF WORK:
THE ENGINEERING DIVISION IS SEEKING AN EXPERIENCED PROJECT MANAGER TO SERVE AS THE MAIN CONTACT FOR DESIGNERS, CLIENT DEPARTMENTS, CHIEF DESIGN ENGINEER, CONSTRUCTION INSPECTORS, AND CONTRACTORS. THE CONSTRUCTION CONTRACTS ADMINISTRATOR IS RESPONSIBLE FOR PROVIDING NECESSARY EXPERTISE FOR GENERAL CONSTRUCTION PLAN REVIEW AND CREATION OF THE BID SPECIFICATIONS TO ENSURE CONSISTENCY BETWEEN THE PLANS, BID DOCUMENTS, AND BID ITEMS FOR PUBLIC WORKS PROJECTS (SUCH AS ROADWAY, WATER, AND SEWER LINE, SIDEWALK, STORM DRAINAGE, ETC.). THE PERSON IN THIS POSITION WILL CHECK PLANS, SPECIFICATIONS, SPECIAL PROVISIONS, AND BID ITEMS FOR COMPLIANCE WITH STANDARD CITY AND NCDOT POLICY AND PROCEDURES; WORK AS THE LIAISON BETWEEN CONSULTANT AND OTHER CITY DEPARTMENTS; PROVIDE ONSITE EVALUATIONS OF COMPLIANCE WITH THE PROJECT DESIGN PARAMETERS, AND ALSO CONDUCT SITE VISITS DURING CONSTRUCTION. DUTIES ALSO INCLUDE, BUT ARE NOT LIMITED TO, SCHEDULING PRE-BID AND BID OPENING MEETINGS, REVIEWING BIDS FOR CONFORMANCE WITH LOCAL, STATE, AND FEDERAL STANDARDS, WORKING WITH MWBE REPRESENTATIVES TO ENSURE GOOD FAITH EFFORTS ARE MET, SUBMITTING NOTICE OF AWARD AND NOTICE TO PROCEED, CONDUCTING FIELD VISITS AS NEEDED, ATTENDING PRE-CONSTRUCTION MEETINGS, AND ASSISTING WITH CONTRACT NEGOTIATIONS BEFORE AND DURING THE CONSTRUCTION PHASE OF PROJECTS. THE SELECTED APPLICANT MUST HAVE KNOWLEDGE IN GENERAL CONSTRUCTION PRACTICES AND THEIR APPLICATION TO A WIDE VARIETY OF MUNICIPAL HORIZONTAL CONSTRUCTION; STATE AND LOCAL BIDDING REQUIREMENTS, PRINCIPLES AND PRACTICES OF CONTRACT SUPERVISION AND PROJECT COORDINATION; AND STATE AND LOCAL LAWS, CODES AND REGULATIONS AS THEY APPLY TO CONSTRUCTION. THE SUCCESSFUL CANDIDATE WILL BE ABLE TO EFFECTIVELY SUPERVISE ONE STAFF MEMBER, COLLABORATE WITH OTHER CITY DEPARTMENTS TO FACILITATE PROJECT SCHEDULES, AND PROVIDE CUSTOMER SERVICE TO AFFECTED CITIZENS IN A TIMELY MANNER. THE IDEAL CANDIDATE SHOULD HAVE EXCELLENT COMMUNICATION SKILLS, PRIOR EXPERIENCE WRITING MATERIAL AND CONSTRUCTION SPECIFICATIONS, PRIOR EXPERIENCE WRITING AND ADMINISTERING BOTH PROFESSIONAL SERVICES TYPE AND CONSTRUCTION CONTRACTS, PREPARING VARIOUS REPORTS, AND CONDUCTING PROJECT RELATED MEETINGS. THEY SHOULD ALSO HAVE EXPERIENCE PERFORMING MATHEMATICAL CALCULATIONS AND USING STANDARD SOFTWARE (COMPUTER WITH MS OFFICE SUITE). THE PHYSICAL REQUIREMENTS OF THE JOB INCLUDE WALKING, STANDING, SITTING, BENDING, REACHING AND KNEELING, STOOPING, AND LIFTING UP TO 25 LBS. THIS JOB IS EXEMPT AND IS NOT SUBJECT TO THE OVERTIME PROVISIONS OF THE FAIR LABOR STANDARDS ACT.

MINIMUM QUALIFICATIONS:

ASSOCIATE'S DEGREE WITH 4 TO 6 YEARS EXPERIENCE ADMINISTERING AND COORDINATING THE DESIGN OF HORIZONTAL CONSTRUCTION PROJECTS (SUCH AS ROADWAY, WATER, AND SEWER LINE, SIDEWALK, STORM DRAINAGE, ETC.) OR HIGH SCHOOL DIPLOMA/GED WITH 6 TO 8 YEARS EXPERIENCE ADMINISTERING AND COORDINATING THE DESIGN OF HORIZONTAL CONSTRUCTION PROJECTS (SUCH AS ROADWAY, WATER, AND SEWER LINE, SIDEWALK, STORM DRAINAGE, ETC.) OR BACHELOR'S DEGRE WITH 2 TO 4 YEARS EXPERIENCE ADMINISTERING AND COORDINATING THE DESIGN OF HORIZONTAL CONSTRUCTION PROJECTS (SUCH AS ROADWAY, WATER, AND SEWER LINE, SIDEWALK, STORM DRAINAGE, ETC.) 4 TO 6 YEARS EXPERIENCE IN ESTIMATING, DESIGNING, CONTRACT WRITING AND CONTRACT NEGOTIATIONS OF HORIZONTAL CONSTRUCTION PROJECTS (SUCH AS ROADWAY, WATER, AND SEWER LINE, SIDEWALK, STORM DRAINAGE, ETC.)  VALID DRIVER'S LICENSE MICROSOFT OFFICE SOFTWARE EXPERIENCE. PRIOR SUPERVISORY EXPERIENCE

PREFERRED QUALIFICATIONS:

ASSOCIATE'S DEGREE IN CIVIL ENGINEERING, CONSTRUCTION PROJECT MANAGEMENT OR RELATED DEGREE. PREVIOUS EXPERIENCE AS A PROJECT MANAGER WORKING WITH A MUNICIPALITY OR OTHER PUBLIC AGENCY. PRIOR EXPERIENCE WORKING WITH MWBE GUIDELINES. PROFESSIONAL ENGINEER (PE) LICENSE. EXPERIENCE USING CAD SOFTWARE
