TOWN OF ST. JAMES, NORTH CAROLINA JOB DESCRIPTION TITLE: DEPUTY CLERK & ASSISTANT ZONING ADMINISTRATOR THE PURPOSE OF THIS CLASSIFICATION IS TO PROVIDE A HIGH LEVEL OF ADMINISTRATIVE & TECHNICAL ASSISTANCE TO THE TOWN MANAGER, UDO ADMINISTRATOR, TOWN COUNCIL, AND PLANNING BOARD. THE FOLLOWING DUTIES ARE NORMAL FOR THIS POSITION. THE OMISSION OF SPECIFIC STATEMENTS OF THE DUTIES DOES NOT EXCLUDE THEM FROM THE CLASSIFICATION IF THE WORK IS SIMILAR, RELATED, OR A LOGICAL ASSIGNMENT FOR THIS CLASSIFICATION. OTHER DUTIES MAY BE REQUIRED AND ASSIGNED. ANSWER TELEPHONE CALLS & GREET CITIZENS AND VISITORS. HELP MAINTAIN THE OUTLOOK CALENDAR OF MEETING SPACE NEEDS INCLUDING DATES, TIME AND A CONTACT PERSON. PROVIDE ADMINISTRATIVE & CLERICAL ASSISTANCE TO, OFFICIALS, BOARDS, COMMITTEES & STAFF AS DIRECTED BY TOWN MANAGER. TRANSCRIBE MINUTES OF THE TOWN COUNCIL MEETINGS. TRANSCRIBE MINUTES OF THE PLANNING BOARD MEETINGS. ISSUE ZONING PERMITS AND LETTERS OF ZONING COMPLIANCE. ISSUE ZONING PERMITS AND LETTERS OF ZONING COMPLIANCE. UPDATE, MAINTAIN, MONITOR & MAKE RECOMMENDATIONS REGARDING THE TOWN WEBSITE. ISSUE SIGN PERMITS, COMMERCIAL ZONING PERMITS, TEMPORARY USE PERMITS & SPECIAL USE PERMITS. MAINTAIN SPREADSHEETS FOR ALL PERMITS; CO'S ISSUED; ZONING PERMITS ISSUED. PREPARE ALL DOCUMENTATION FOR PRELIMINARY & FINAL PLAT REVIEW; PREPARE NEWSPAPER ADS & POST SIGNS FOR ZONING CHANGES. PREPARE DOCUMENTS FOR THE TOWN MANAGER TO PRESENT TO COUNCIL FOR ANNEXATION OF PARCELS. CONDUCT RESEARCH, COMPILE DATA & PREPARE REPORTS USING THE GIS DATABASE AND VARIOUS WEBSITES. ACT AS THE SECRETARY TO THE PLANNING BOARD. EXECUTE OFFICIAL TOWN DOCUMENTS IN THE ABSENCE OF THE TOWN CLERK. OPERATE A COMPUTER TO ENTER, RETRIEVE, REVIEW OR MODIFY DATA; VERIFY ACCURACY OF ENTERED DATA AND MAKE CORRECTIONS; UTILIZE WORD PROCESSING, SPREADSHEET, AND/OR OTHER APPROPRIATE SOFTWARE PROGRAMS. DEVELOP YEARLY YARD WASTE, GARBAGE, AND RECYCLE CALENDAR. REPORT STREET LIGHT ISSUES TO BEMC AND MAINTAIN A RECORD OF PROBLEMS; NOTIFY COUNCILOR IN CHARGE WHEN NECESSARY. KNOWLEDGE, SKILLS AND ABILITIES: BASIC KNOWLEDGE OF NORTH CAROLINA GENERAL STATUTE BASIC KNOWLEDGE OF ZONING & ANNEXATION LAWS ANNEXATION LAWS THOROUGH KNOWLEDGE OF COMPUTERS & APPROPRIATE SOFTWARE APPLICATIONS AND WORD PROCESSING. ABILITY TO EFFECTIVELY PERFORM A BROAD VARIETY OF HIGH LEVEL ADMINISTRATIVE TASKS AND DUTIES. ABILITY TO MAINTAIN COMPLEX CLERICAL RECORDS & PREPARE REPORTS FROM SUCH RECORDS. ABILITY TO MAKE IMPORTANT DECISIONS IN ACCORDANCE OF TOWN POLICIES AND UNDER DIRECTION OF THE TOWN MANAGER. PRIOR LOCAL GOVERNMENT EXPERIENCE IS PREFERRED BUT NOT REQUIRED. THE TOWN OF ST.
