ORANGE COUNTY HAS AN OPENING FOR A CHIEF INFORMATION SECURITY OFFICER. UNDER THE GENERAL DIRECTION OF THE COUNTY MANAGER, AN EMPLOYEE OF THIS CLASS IS RESPONSIBLE FOR OVERSEEING THE ORGANIZATION AND CONTROL OF SYSTEM SECURITY ADMINISTRATION ACTIVITIES TO ENSURE THE SAFEKEEPING AND PROTECTION OF DATA AND SYSTEM ASSETS FROM ILLEGAL, INTENTIONAL OR UNAUTHORIZED DISCLOSURE, USE, MODIFICATION OR DESTRUCTION. THE CHIEF INFORMATION SECURITY OFFICER (CISO) IS RESPONSIBLE FOR DEVELOPING AND IMPLEMENTING AN INFORMATION SECURITY PROGRAM, WHICH INCLUDES PROCEDURES AND POLICIES DESIGNED TO PROTECT ENTERPRISE COMMUNICATIONS, SYSTEMS AND ASSETS FROM BOTH INTERNAL AND EXTERNAL THREATS. AN EMPLOYEE IS THIS CLASS WILL COORDINATE WITH THE CHIEF INFORMATION OFFICER TO PROCURE CYBER SECURITY PRODUCTS AND SERVICES AND TO MANAGE DISASTER RECOVERY AND BUSINESS CONTINUITY PLANS. RESPONSIBILITY INCLUDES DEFINING INFORMATION SECURITY STRATEGIES FOR MANAGING THE PROCESSES, TOOLS AND POLICIES NECESSARY TO PREVENT, DETECT, DOCUMENT AND COUNTER THREATS TO DIGITAL AND NON-DIGITAL INFORMATION AND ESTABLISHING A SET OF BUSINESS PROCESSES THAT WILL PROTECT INFORMATION ASSETS REGARDLESS OF HOW THE INFORMATION IS FORMATTED OR WHETHER IT IS IN TRANSIT, IS BEING PROCESSED OR IS AT RISK IN STORAGE. THE CISO IS TASKED WITH ANTICIPATING NEW THREATS AND ACTIVELY WORKING TO PREVENT THEM FROM OCCURRING AND MUST WORK WITH OTHER MANAGEMENT TEAMS ACROSS DIFFERENT DEPARTMENTS TO ENSURE THAT SECURITY SYSTEMS ARE WORKING SMOOTHLY TO REDUCE THE COUNTY'S OPERATIONAL RISKS IN THE FACE OF A SECURITY ATTACK. THE WORK IS PERFORMED UNDER THE GENERAL DIRECTION OF THE COUNTY MANAGER WITH CONSIDERABLE INDEPENDENT JUDGMENT IN CARRYING OUT DUTIES AND RESPONSIBILITIES OF THIS CLASS. SUPERVISION IS NOT A FUNCTION OF THIS CLASS, GUIDANCE AND INSTRUCTION MAY BE PROVIDED TO OTHER INFORMATION SYSTEMS PERSONNEL REGARDING SECURITY-RELATED BEST PRACTICES. MINIMUM QUALIFICATIONS: A BACHELOR'S DEGREE IN CYBER SECURITY, COMPUTER SCIENCE, MANAGEMENT INFORMATION SYSTEMS, IT ENGINEERING, OR RELATED FIELD AND SEVEN (7) YEARS OF EXTENSIVE PROFESSIONAL SECURITY-RELATED EXPERIENCE. EXPERIENCE MUST INCLUDE RECENT INFORMATION SYSTEMS MANAGEMENT AS AN INFORMATION TECHNOLOGY ANALYST IN AN INFORMATION ASSURANCE OR INFORMATION MANAGEMENT PROGRAM; EXPERIENCE WITH CYBER-RISK MANAGEMENT PLANNING, INCLUDING REPORTING AND TRACKING AND EXPERIENCE WITH INFORMATION SYSTEMS, PROGRAM INTEGRATION, CYBER SECURITY AND SYSTEM ARCHITECTURES, CYBER SECURITY DESIGN, AND ENGINEERING ANALYSIS AND PROJECT MANAGEMENT; OR EDUCATION AND EXPERIENCE EQUIVALENCY AS DEFINED ABOVE. CANDIDATE SELECTED WILL BE SUBJECT TO A SECURITY INVESTIGATION AND MAY NEED TO MEET ELIGIBILITY REQUIREMENTS FOR ACCESS TO CLASSIFIED INFORMATION AND MUST OBTAIN SECURITY CLEARANCE AND IS SUBJECT TO ALL PRE-EMPLOYMENT TESTING.
