ESSENTIAL DUTIES: TOTAL MANAGEMENT OF OPERATION INCLUDING LONG/SHORT RANGE PLANNING, BUDGET DEVELOPMENT AND ADMINISTRATION, PERSONNEL MANAGEMENT, CAPITAL IMPROVEMENT SYSTEMS, EXPANSION OF FACILITIES AND THE ORGANIZATION, PROVISION OF AGREED UPON SERVICES, AND OTHER ADMINISTRATIVE FUNCTIONS. WORK INCLUDES DIRECTING DEVELOPMENT/IMPLEMENTATION OF PROGRAMS/ POLICIES/PRACTICES/PROCEDURES FOR THE AUTHORITY. DIRECTLY ACCOUNTABLE TO THE BOARD OF DIRECTORS FOR PERFORMANCE/ACCOUNTABILITY/COMPLIANCE WITH FEDERAL/STATE LAWS GOVERNING UTILITY FUNCTIONS, AND CAPITAL IMPROVEMENT PROJECTS OF THE BOARD’S PROGRAMS AND ACTIVITIES. PREPARES AGENDAS/SUPPORT INFORMATION FOR ALL BOARD MEETINGS. ATTENDS ALL BOARD MEETINGS. CONFERS WITH O&M PERSONNEL ON AS NEEDED BASIS•PREPARES/DIRECTS LONG-RANGE CAPITAL IMPROVEMENT PLANS WITH GUIDANCE FROM BOARD OF DIRECTORS TO INCLUDE SOURCE FUNDING•SERVES AS FINANCE DIRECTOR/ INVESTMENT OFFICER/BUDGET OFFICER; PLANS/MANAGES THE FISCAL/FINANCIAL FUNCTION TO INCLUDE BUDGET DEVELOPMENT AND RATES RELATED TO FISCAL OPERATIONS. PERFORMS, REVIEWS/APPROVES THE WORK OF STAFF; DELEGATES/MONITORS/EVALUATES WORK OUTPUT AS APPROPRIATE. REPRESENTS AUTHORITY TO PUBLIC/LOCAL/STATE/FEDERAL ENTITIES AS IT RELATES TO THE FISCAL/FINANCIAL OPERATION. SERVES AS PERSONNEL DIRECTOR; REVIEWS/APPROVES ALL PERSONNEL ACTION INCLUDING HIRING/DISMISSAL/ PERFORMANCE MANAGEMENT/TRAINING AND POLICY/PROCEDURE DEVELOPMENT. SERVES AS THE PURCHASING OFFICER. OVERSEES AND IMPLEMENTS POLICIES. INTERACTS AND COORDINATES ALL AGREEMENTS WITH THIRD-PARTY CONTRACTORS•PERFORMS ALL OTHER DUTIES AS DIRECTED BY BOARD OF DIRECTORS QUALIFICATIONS: A BACHELOR’S DEGREE FROM AN ACCREDITED FOUR-YEAR COLLEGE OR UNIVERSITY WITH A MAJOR IN PUBLIC ADMINISTRATION, BUSINESS MANAGEMENT, ENGINEERING, PLANNING OR OTHER APPROPRIATE DEGREE AND EXTENSIVE MANAGEMENT EXPERIENCE IN A PUBLIC UTILITY ORGANIZATION IS REQUIRED. A MASTER'S DEGREE IN PUBLIC ADMINISTRATION, BUSINESS MANAGEMENT, ENGINEERING OR OTHER COMPLIMENTARY FIELD IS PREFERRED BUT NOT REQUIRED. KNOWLEDGE/SKILLS: COMPREHENSIVE AND THOROUGH KNOWLEDGE OF THE OPERATIONS, SYSTEMS, EQUIPMENT, FACILITIES, AND FINANCES OF A WATER AND WASTEWATER UTILITY COMPANY AND OF GOVERNMENT OPERATIONS. THOROUGH KNOWLEDGE OF FEDERAL AND STATE LAWS RELATING TO WATER OPERATIONS•ABILITY TO PLAN, MANAGE, ORGANIZE AND EVALUATE AUTHORITY PROGRAMS, ACTIVITIES AND PROCESSES. ABILITY TO DEVELOP AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH THE BOARD, THE COMMUNITY, THE MEDIA, OTHER GOVERNMENTAL AND REGULATORY AGENCIES, EMPLOYEES, CUSTOMERS AND THE GENERAL PUBLIC. ABILITY TO COMMUNICATE EFFECTIVELY IN ORAL AND WRITTEN FORM. ABILITY TO DEVELOP AND IMPLEMENT LONG RANGE PLANS, ESTABLISH GOALS, AND MONITOR AND EVALUATE PROGRESS TOWARD THEIR COMPLETION. THOROUGH KNOWLEDGE OF NORTH CAROLINA LOCAL GOVERNMENT LAW. SALARY RANGE $90,000-$125,000.
