THE CITY OF DURHAM IS SEEKING AN ATTORNEY TO SERVE AS PRIMARY COUNSEL TO THE CITY'S HUMAN RESOURCES DEPARTMENT. WHILE NOT REQUIRED, EXPERIENCE IN PERSONNEL LAW IS STRONGLY DESIRED, AND KNOWLEDGE REGARDING TITLE VII, FMLA, ADA, FLSA, OSHA, REDA, AS WELL AS CONSTITUTIONAL CONSIDERATIONS RELEVANT TO LOCAL GOVERNMENT EMPLOYERS WOULD BE PARTICULARLY HELPFUL. THE POSITION IS DEVOTED TO PROVIDING PROFESSIONAL LEGAL ADVICE, CONSULTATION, RESEARCH AND OTHER SERVICES TO THE CITY, ITS STAFF AND THE CITY COUNCIL. INCUMBENTS PROVIDE LEGAL SERVICES TO THE CITY COUNCIL, CITY STAFF AND MANAGEMENT, AND BOARDS AND COMMISSIONS BY REPRESENTING THE CITY IN COURT, ADMINISTRATIVE HEARINGS AND NEGOTIATIONS, IDENTIFYING POTENTIAL LEGAL ISSUES, PROVIDING LEGAL GUIDANCE, AND DRAFTING ORDINANCES, CONTRACTS, DEPARTMENTAL POLICIES, AND LEGAL DOCUMENTS. DUTIES/RESPONSIBILITIES: • PROVIDES LEGAL CONSULTATION, LITIGATION SERVICES AND OTHER LEGAL REPRESENTATION TO CITY ELECTED OFFICIALS AND STAFF; REVIEWS DOCUMENTATION; CONDUCTS LEGAL RESEARCH; COMMUNICATES LEGAL OPTIONS AND OPINIONS; AND IMPLEMENTS LEGAL DECISIONS. • PREPARES, REVIEWS, AND/OR ASSISTS WITH THE PREPARATION OF LEGAL AND OTHER PRESENTATIONS AND REPORTS, INCLUDING CONTRACTS, ORDINANCES, INTERNAL POLICIES, DEEDS, AGREEMENTS, PLEADINGS, INTERROGATORIES, MOTIONS, AFFIDAVITS, REQUESTS FOR ADMISSION AND PRODUCTION, AND APPEALS; ASSESSES CASE AND/OR CLIENT NEEDS; RESEARCHES, REVIEWS, AND ANALYZES LEGAL AND FACTUAL INFORMATION; AND DEVELOPS AND MAKES LEGAL RECOMMENDATIONS. • ADVISES THE CITY COUNCIL AND OFFICIAL CITY BOARDS AND COMMISSIONS ON LEGAL MATTERS RELATED TO OFFICIAL BOARD BUSINESS; ADVISES CITY STAFF ON LEGAL MATTERS RELATED TO BUSINESS OPERATIONS; CONDUCTS NEGOTIATIONS; REPRESENTS THE CITY AT HEARINGS AND IN COURT; PROVIDES AD HOC ADVICE ON BOARD PROCEDURAL ISSUES; AND REVIEWS AND COMMENTS ON PROPOSED ORDINANCES, RULES, POLICIES, AND REGULATIONS. • PERFORMS OTHER DUTIES OF A SIMILAR NATURE AND LEVEL AS ASSIGNED. MINIMUM QUALIFICATIONS & EXPERIENCE: • JURIS DOCTORATE • THREE YEARS OF MUNICIPAL GOVERNMENT AND/OR PROFESSIONAL LEGAL EXPERIENCE • VALID NORTH CAROLINA STATE BAR LICENSE. ADDITIONAL PREFERRED SKILLS: • EXPERIENCE WITH TITLE VII, FMLA, ADA, FLSA, OSHA, REDA, AND CONSTITUTIONAL CONSIDERATIONS RELEVANT TO LOCAL GOVERNMENT EMPLOYERS • EXCELLENT PUBLIC SPEAKING AND WRITING SKILLS HIRING SALARY RANGE: $73,359.00 - $91,000.00
