PERFORMS DIFFICULT PROTECTIVE SERVICE WORK COORDINATING AND ADMINISTERING VARIOUS COMPONENTS OF EMERGENCY MANAGEMENT SERVICES, ACTING AS SAFETY COORDINATOR, RESPONDING TO MULTI-AGENCY RESPONSE EVENTS AND HAZARDOUS MATERIALS SPILLS; RESPONDING TO AND INVESTIGATING THE CAUSE AND ORIGIN OF FIRES, PREPARING AND MAINTAINING FILES AND RECORDS; PREPARING REPORTS, AND RELATED WORK AS APPARENT OR ASSIGNED. WORK IS PERFORMED UNDER THE GENERAL DIRECTION OF THE COUNTY MANAGER. DEPARTMENTAL SUPERVISION IS EXERCISED OVER ALL PERSONNEL WITHIN THE DEPARTMENT. QUALIFICATION REQUIREMENTS TO PERFORM THIS JOB SUCCESSFULLY, AN INDIVIDUAL MUST BE ABLE TO PERFORM EACH ESSENTIAL FUNCTION SATISFACTORILY. THE REQUIREMENTS LISTED BELOW ARE REPRESENTATIVE OF THE KNOWLEDGE, SKILL AND/OR ABILITY REQUIRED. REASONABLE ACCOMMODATIONS MAY BE MADE TO ENABLE INDIVIDUAL WITH DISABILITIES TO PERFORM THE ESSENTIAL FUNCTIONS. ESSENTIAL FUNCTIONS COORDINATES TRAINING, PREPAREDNESS AND PLANNING FOR NATIONAL AND TECHNOLOGICAL EMERGENCIES. MAINTAINS COUNTY EMERGENCY OPERATIONS PLAN, HURRICANE EVACUATION, HAZARD MITIGATION AND CONTINUITY OF OPERATIONS PLANS. RESPONDS TO MULTI-AGENCY RESPONSE AND HAZARDOUS MATERIALS SPILLS; ASSISTS EMERGENCY AGENCIES AS NEEDED; ACTS AS LIAISON BETWEEN FIRE DEPARTMENTS, EMERGENCY MEDICAL SERVICES, COUNTY ADMINISTRATION AND COUNTY OFFICIALS. COORDINATES RESOURCES DURING SEARCH AND RESCUE OPERATIONS. COORDINATES RESPONSE ACTIVITIES AND ALLOCATES RESOURCES DURING MAJOR DISASTERS OR LARGE-SCALE EVENTS; MANAGES EMERGENCY OPERATIONS CENTER DURING ACTIVATION; FUNCTIONS AS EMERGENCY PROGRAM MANAGER FOR THE COUNTY. COORDINATES AND OVERSEES ALL PRE AND POST EVENT PREPAREDNESS AND RECOVERY INCLUDING, BUT NOT LIMITED TO, COORDINATION WITH THE FOLLOWING AGENCIES NCEM, FEMA, AND VOLUNTARY ORGANIZATIONS ACTIVE IN DISASTERS (VOADS). COORDINATES AND OVERSEES ALL DISASTER RELATED CONTRACTORS TO INSURE QUALITY AND ACCURACY OF WORK AND INVOICING. COORDINATES WITH THE PURCHASING AGENT ALL RFP AND RFQ SERVICES RELATED TO DISASTERS AND EMERGENCY SITUATIONS. COLLABORATES WITH APPROPRIATE COUNTY STAFF AS WELL AS SCHOOL SYSTEM OFFICIALS REGARDING THE USE OF SCHOOL FACILITIES AS DISASTER SHELTERS. ASSISTS WITH FIRE CODE INSPECTIONS AND INVESTIGATIONS; RESPONDS TO AND ASSISTS IN THE INVESTIGATION OF CAUSE AND ORIGIN OF FIRES; SUPERVISES CONTRACT COMPLIANCE AND INVESTIGATES COMPLAINTS CONCERNING FIRE SERVICE; SUPERVISES THE ADMINISTRATION OF THE COUNTY FIRE PREVENTION PROGRAM. ASSISTS IN THE RECRUITMENT AND SELECTION OF DEPARTMENT PERSONNEL; ASSIGNS, DIRECTS AND INSPECTS THE WORK OF STAFF; TRAINS, COACHES AND COUNSELS ASSIGNED STAFF; RECOMMENDS REWARDS, TRANSFERS, PROMOTIONS, SUSPENSIONS AND TERMINATIONS; EVALUATES THE PERFORMANCE OF DEPARTMENT PERSONNEL. PREPARES AND ADMINISTERS DEPARTMENTAL BUDGET. PREPARES REPORTS ON DEPARTMENT ACTIVITIES; PROVIDES INFORMATION AND TECHNICAL ASSISTANCE TO CITIZENS, EMERGENCY SERVICE AGENCIES, STAFF AND ELECTED OFFICIALS.
