ASSISTANT DIRECTOR OF BUSINESS AND MEMBERSHIP DEVELOPMENT SERVICES PG009:  SALARY RANGE $85,680 MINIMUM – $107,100 MIDPOINT. THE PURPOSE OF THIS POSITION IS TO MANAGE MEMBER ENGAGEMENT, DEVELOPMENT, AND RETENTION EFFORTS FOR THE LEAGUE AND FOR THE NCLM INSURANCE POOLS. THE POSITION HAS DIRECT MANAGEMENT RESPONSIBILITY FOR THE BMD FIELD CONSULTANTS AND REPORTS TO THE DIRECTOR OF BUSINESS DEVELOPMENT AND MEMBERSHIP SERVICES.  THIS POSITION IS ALSO RESPONSIBLE FOR STRENGTHENING AND SUPPORTING THE RELATIONSHIP OF NCLM WITH NORTH CAROLINA MUNICIPAL MANAGERS, INCLUDING BUT NOT LIMITED DEVELOPING PROGRAMS AND OPPORTUNITIES THAT BENEFIT MANAGERS, DEVELOPING WAYS TO LEVERAGE EXISTING NCLM PROGRAMS AND SERVICES, OVERSEEING INTERIM MANAGER SEARCHES AND OTHER INTERIM STAFFING SERVICES, AND INTERFACING WITH THE NC CITY AND COUNTY MANAGEMENT ASSOCIATION AND ATTENDING ANY REGIONAL MANAGER MEETINGS OR OTHER RELEVANT EVENTS.  THE POSITION ALSO MANAGES THE NCLM AFFILIATE PROGRAM AND THE STAFF LIAISONS TO THAT PROGRAM.  THIS POSITION CAN BE HOME-BASED.  SOME TRAVEL WILL BE REQUIRED.

RESPONSIBILITIES/REQUIREMENTS: MANAGES BMD FIELD STAFF IN THE SALE AND SERVICE OF THE NCLM PRODUCTS AND SERVICES, INCLUDING MANAGING NEW BUSINESS AND RETENTION TARGETS FOR THE INSURANCE POOLS THAT WILL BE DEVELOPED IN CONJUNCTION WITH DIRECTOR OF BUSINESS AND MEMBERSHIP DEVELOPMENT.  SUPPORT FIELD STAFF BY MAKING MEMBER VISITS AS NEEDED AND LIAISING WITH RELEVANT NCLM STAFF AND PARTNERS TO ENSURE WE MEET NCLM MEMBERS’ NEEDS AND ACHIEVE TARGETS.

DEVELOP AND IMPLEMENT STRATEGIES AND/OR PROGRAMS TO ENGAGE NC MUNICIPAL MANAGERS AND LEVERAGE PARTICIPATION WITH EXISTING NCLM PROGRAMS AND SERVICES.  THIS INCLUDES ALL TYPES OF MANAGERS, E.G. CITY AND TOWN MANGERS, TOWN ADMINISTRATORS, CLERKS, HUMAN RESOURCE MANAGERS AND FINANCE MANAGERS. IT ALSO INCLUDES INTERFACING WITH NCCCMA TO STRENGTHEN THE RELATIONSHIP BETWEEN NCLM AND NCCCMA AS WELL AS THEIR MEMBERS AND ATTENDING ANY REGIONAL MANAGER MEETINGS AND OTHER RELEVANT EVENTS. OVERSEE INTERIM MANAGER SEARCHES AND OTHER INTERIM STAFFING SEARCHES. MANAGE THE NCLM AFFILIATES PROGRAM AND OVERSEE STAFF LIAISONS.

MINIMUM QUALIFICATIONS: BACHELOR'S DEGREE OR EQUIVALENT IN MANAGEMENT, MARKETING, POLITICAL SCIENCE OR RELATED FIELD. OVER SEVEN YEARS’ EXPERIENCE IN LOCAL GOVERNMENT MANAGEMENT AND PREVIOUS EXPERIENCE WORKING FOR LOCAL OR STATE GOVERNMENT.  CITY MANAGEMENT EXPERIENCE PREFERRED. CUSTOMER RELATIONSHIP EXPERIENCE AND AN ORGANIZED APPROACH TO WORK. 

HARDWORKING AND A STRONG WORK ETHIC; SELF-STARTER. CANDIDATE MUST HAVE ADVANCED KNOWLEDGE OF OFFICE PRODUCTS INCLUDING WORD, EXCEL, AND POWER POINT. STRONG INTERPERSONAL SKILLS AND ABILITY TO BUILD RAPPORT WITH MEMBERS AND FELLOW EMPLOYEES. ABILITY TO EXERCISE CONSIDERABLE TACT, COURTESY AND DISCRETION IN FREQUENT CONTACT WITH PUBLIC OFFICIALS AND MUNICIPAL MANAGERS AND OTHERS. MUST HAVE INITIATIVE, ASSERTIVENESS AND BE A CREATIVE SOLUTION SEEKER.

REQUIRES EXCELLENT WRITTEN AND VERBAL COMMUNICATION SKILLS AND ABILITY TO DIRECT MESSAGES TO AND INTERFACE WITH MULTIPLE AUDIENCES, BOTH EXTERNALLY AND INTERNALLY. ABILITY TO INTERACT AT HIGH LEVEL OF PUBLIC CONTACT, REQUIRING TACT AND COURTESY.  INTERPERSONAL SKILLS TO FACILITATE WORK WITH A WIDE RANGE OF INDIVIDUALS AND GROUPS FROM CULTURALLY DIVERSE BACKGROUNDS.

AVAILABLE TO TRAVEL STATEWIDE AND OCCASIONALLY OUT OF STATE INCLUDING OVERNIGHT STAYS.  

POSITION CAN BE HOME BASED WEEKLY TRAVEL IS REQUIRED WITHIN THE REGION AND THROUGHOUT THE STATE. LEAGUE VEHICLE MAY BE PROVIDED AND SUBJECT TO ALL LEAGUE AND IRS GUIDELINES.

SKILLS/CERTIFICATIONS/LICENSE REQUIRED:VALID CLASS C DRIVER'S LICENSE. 

THIS POSITION REPORTS TO THE DIRECTOR OF BUSINESS AND MEMBERSHIP DEVELOPMENT SERVICES.
