ACCOUNTANT II - GENERAL DEFINITION AND CONDITIONS OF WORK: PERFORMS INTERMEDIATE PROFESSIONAL WORK IN THE PREPARATION AND MAINTENANCE OF FINANCIAL RECORDS; DOES RELATED WORK AS REQUIRED. WORK IS PERFORMED UNDER THE REGULAR SUPERVISION OF THE FINANCE OFFICER. ESSENTIAL FUNCTIONS/DUTIES: PROCESSES WEEKLY PAYROLL, TO INCLUDE PRINTING, HANDLING STUBS, ALL REPORTING AND FILING; PROCESSES DIRECT DEPOSIT ASSOCIATED WITH PAYROLL; MONITOR CASH BALANCES IN CENTRAL DEPOSITORY; PREPARE AND BALANCE W-2 INFORMATION TO QUARTERLY 941 REPORTS; REPORT AND REMIT PAYROLL TAX AND ACCOMPANYING DISBURSEMENTS; DISTRIBUTE PAYROLL TO THE FUND LEDGER; MAINTAIN ALL PAYROLL GL ACCOUNTS, TO INCLUDE EXPENSE AND SUBSIDIARY ACCOUNTS RECONCILIATION; REVIEW MONTHLY AND QUARTERLY REPORTS TO ENSURE PROPER AGENCIES HAVE RECEIVED REQUIRED REMITTANCES AND REPORTING; MAINTAIN DISBURSEMENT RECORDS; PROCESS GARNISHMENTS TO INCLUDE CHILD SUPPORT PAYMENTS;RECONCILE ALL BANK AND INVESTMENT ACCOUNTS MONTHLY;

RECONCILE CASH DEPOSITS TO THE LEDGER DAILY; COMPILE AND SUBMIT REPORTING FOR OPEB, LEO AND RETIREMENT PENSION PLANS; COMPILE AND SUBMIT SAFER GRANT REPORTING; COMPILE ANNUAL FINANCIAL REPORTS TO INCLUDE BUT NOT LIMITED TO LGC 203, COLL 91; COORDINATE AND PREPARE ACCOUNTING, AND RELATED FINANCIAL STATEMENTS AND REPORTS; PREPARE AND PROVIDE PAYROLL RELATED SCHEDULES AND REPORTS FOR THE ANNUAL AUDIT; ASSIST IN PROCEDURES FOR ANNUAL FISCAL AND CALENDAR YEAR END CLOSE; CONDUCT INDEPENDENT RESEARCH AND ANALYSIS; PROVIDE LEADERSHIP ON ASSIGNED PROJECTS, COORDINATE AND DIRECT TEAM MEMBERS ON ASSIGNMENTS; KNOWLEDGE, SKILLS, AND ABILITIES: GENERAL KNOWLEDGE OF THE PRINCIPLES, METHODS AND PRACTICES OF ACCOUNTING; GENERAL KNOWLEDGE OF THE LAWS, ORDINANCES AND REGULATIONS GOVERNING MUNICIPAL FINANCIAL MATTERS; GENERAL KNOWLEDGE OF MODERN OFFICE METHODS, PRACTICES AND EQUIPMENT; ABILITY TO PREPARE AND MAINTAIN COMPLEX FINANCIAL REPORTS AND RECORDS; ABILITY TO ANALYZE AND EVALUATE COMPLEX FINANCIAL SYSTEMS; ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH ASSOCIATES AND THE GENERAL PUBLIC; ABILITY TO EXPRESS TECHNICAL IDEAS EFFECTIVELY, BOTH ORALLY AND IN WRITING. CONSIDERABLE KNOWLEDGE OF COMPUTER OPERATIONS, SOFTWARE UTILIZED FOR FINANCE-RELATED FUNCTIONS AS WELL AS MICROSOFT OFFICE APPLICATIONS SUCH AS WORD AND ADVANCED EXCEL. EXPERIENCE/EDUCATION: GRADUATION FROM A REGIONALLY ACCREDITED COLLEGE OR UNIVERSITY WITH A BACHELOR’S DEGREE IN ACCOUNTING, FINANCE, PUBLIC OR BUSINESS ADMINISTRATION OR RELATED FIELD AND 6 TO 8 YEARS’ GOVERNMENTAL EXPERIENCE; THOROUGH UNDERSTANDING OF FINANCIAL ANALYSIS AND REPORTING, INTERNAL CONTROLS AND FINANCIAL OPERATIONS.
