THIS POSITION PERFORMS DIFFICULT PROFESSIONAL AND ADMINISTRATIVE WORK SUPPORTING THE FINANCE DIRECTOR IN THE FINANCIAL ADMINISTRATION OF THE COUNTY. WORK INVOLVES PLANNING, COORDINATING, AND ADMINISTERING THE FISCAL OPERATIONS OF THE FINANCE DEPARTMENT INCLUDING DIRECT OVERSIGHT OVER ACCOUNTS PAYABLE, ACCOUNTS RECEIVABLE, AND PAYROLL FUNCTIONS. AN EMPLOYEE IN THIS CLASS PERFORMS HIGHLY RESPONSIBLE SUPERVISORY, ADMINISTRATIVE AND FISCAL CONTROL WORK FOR THE OVERALL FINANCIAL MANAGEMENT OF THE COUNTY. WORK INVOLVES PLANNING, COORDINATING, AND ADMINISTERING THE FISCAL OPERATIONS OF THE FINANCE DEPARTMENT. RESPONSIBILITIES INCLUDE ADMINISTRATION OF THE RECEIPT, DISBURSEMENT AND ACCOUNTING OF COUNTY REVENUES AND EXPENDITURES. DIRECT SUPERVISION IS EXERCISED OVER THE ACCOUNTS PAYABLE, ACCOUNTS RECEIVABLE AND PAYROLL FUNCTIONS. RESPONSIBLE FOR THE POSTING AND BALANCING OF GENERAL AND SUBSIDIARY LEDGERS FOR PREPARING FINANCE RELATED REPORTS, CONDUCTING RESEARCH, COLLECTING AND ANALYZING DATA, PREPARING JOURNAL ENTRIES, ANNUAL AUDIT SCHEDULES AND BUDGET MONITORING. THE POSITION WILL HAVE THE RESPONSIBILITY FOR SERVING IN THE ABSENCE OF THE DIRECTOR WITH AUTHORITY FOR DAILY OPERATIONS AND DECISION-MAKING. WORK IS PERFORMED IN ACCORDANCE WITH NORTH CAROLINA LOCAL GOVERNMENT BUDGET AND FISCAL CONTROL ACT AND N.C. GENERAL STATUTES. EXTENSIVE JUDGMENT, DISCRETION, AND TECHNICAL ACCOUNTING KNOWLEDGE ARE REQUIRED. ESSENTIAL FUNCTIONS: PLANS, ORGANIZES, DIRECTS AND SUPERVISES THE ACTIVITIES OF EMPLOYEES INVOLVED IN ACCOUNTS PAYABLE, ACCOUNTS RECEIVABLE, AND PAYROLL. OVERSEES AND ASSIST DEPARTMENTS WITH THE GRANT ADMINISTRATION PROCESS. REVIEWS AND ASSISTS WITH THE ACCOUNTING FOR THE COUNTY'S DEBT OBLIGATIONS. REVIEWS AND ASSISTS WITH THE ACCOUNTING FOR THE COUNTY'S INVESTMENT TRANSACTIONS. DEVELOPS AND RECOMMENDS POLICIES AND PROCEDURES CONSISTENT WITH CHANGES IN LAWS, GAAP, AND COUNTY POLICY. PREPARES AND MANAGES FINANCE DEPARTMENT BUDGET; DEVELOPS AND RECOMMENDS GOALS; APPROVES REQUEST FOR PURCHASES AND PAYMENT OF EXPENDITURES. ASSIST IN THE PREPARATION OF THE ANNUAL BUDGET. ASSISTS WITH THE PREPARATION OF THE COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR). MANAGES PERIOD END CLOSINGS MONTHLY AND AT FISCAL YEAR END. MAY INSTRUCT AND SUPERVISE THE TRAINING OF VARIOUS SOFTWARE USERS FROM DEPARTMENTS OTHER THAN THE COUNTY FINANCE OFFICE. PERFORMS OTHER RELATED DUTIES AS ASSIGNED. MAY BE REQUIRED TO SERVE DURING TIMES OF DISASTER. MINIMUM EDUCATION AND EXPERIENCE: GRADUATION FROM A FOUR (4) YEAR COLLEGE OR UNIVERSITY WITH A MAJOR IN ACCOUNTING, FINANCE, OR RELATED FIELD AND THREE TO FIVE YEARS OF PROGRESSIVELY RESPONSIBLE ACCOUNTING AND FINANCIAL MANAGEMENT EXPERIENCE PREFERABLY IN LOCAL GOVERNMENT, OR AN EQUIVALENT COMBINATION OF EXPERIENCE AND TRAINING. CONSIDERABLE SUPERVISORY EXPERIENCE IS REQUIRED. PREFER CLGFO OR CPA. OPEN UNTIL FILLED.
