DESCRIPTION: THE TOWN OF RAMSEUR IN RANDOLPH COUNTY, THE HEART OF NORTH CAROLINA WITH A POPULATION OF 1,668 IS SEEKING A TOWN CLERK / FINANCE OFFICER.  PERFORMS A VARIETY OF ADMINISTRATIVE AND FINANCIAL DUTIES IN THE OFFICE OF TOWN HALL AND MAINTAINS THE OFFICIAL RECORDS OF THE TOWN.  THIS POSITION OVERSEES THE TOWN’S FINANCIAL MANAGEMENT OPERATIONS AND MUST EXERCISE CONSIDERABLE INDEPENDENT JUDGEMENT AND INITIATIVE IN PLANNING AND DIRECTING THE FISCAL CONTROL SYSTEM.  WORK IS PERFORMED IN ACCORDANCE WITH ESTABLISHED MUNICIPAL FINANCIAL PROCEDURES, LOCAL ORDINANCES AND NORTH CAROLINA GENERAL STATUTES, INCLUDING THE LOCAL GOVERNMENT BUDGET AND FISCAL CONTROL ACT.  THE WORK OF THE POSITION IS TO PLAN, ORGANIZE, AND MANAGE TOWN FINANCIAL OPERATIONS, INCLUDING DISBURSEMENT AND ACCOUNTING OF MUNICIPAL FUNDS, BILLING AND PREPARATION OF MONTHLY, QUARTERLY AND ANNUAL REPORTS. DUTIES INCLUDE, BUT NOT LIMITED TO: PREPARES AND MAINTAINS PAYROLL AND PERSONNEL RECORDS, PREPARES JOURNAL ENTRIES AND MAINTAINING THE GENERAL LEDGER, PREPARES ANNUAL BUDGET AND MONITORS COMPLIANCE, ASSISTS THE AUDITORS DURING THE ANNUAL AUDIT OF TOWN FINANCIAL RECORDS,  SUBMITS TO THE BOARD MONTHLY FINANCIAL STATEMENTS, RECOMMENDS FOR APPROVAL BUDGET AMENDMENTS AND TRANSFERS, MAINTAINS BOOK OF ORDINANCES AND NOTIFIES DEPARTMENT HEADS OF ANY CHANGES, PREPARES AGENDA AND LEGAL NOTICES FOR BOARD OF COMMISSIONER MEETINGS, ATTENDS MEETINGS, PREPARES RECORDS AND INDEXES MINUTES, MAINTAINS ALL RELATED FILES, INFORMS TOWN OFFICIALS OF MEETINGS AND SPECIAL EVENTS, PREPARES AND TYPES CORRESPONDENCE FOR MAYOR AND BOARD MEMBERS, PREPARES LEGAL NOTICES; PREPARES ADVERTISEMENTS OF EMPLOYMENT OPPORTUNITIES; MAINTAINS AFFIDAVITS OF PUBLICATION OF ALL TOWN ADVERTISEMENTS, KEEPS DEEDS, CONTRACTS, TITLES TO VEHICLES, AND INVENTORY OF INSURED EQUIPMENT, SIGNS ALL TOWN CHECKS AND MAINTAINS AUDIT REPORTS, PREPARES VARIOUS REPORTS FOR GRANTS AND OTHER REQUIREMENTS, SUPERVISES CLERICAL WORK AND RECEPTION OF VISITORS AND TELEPHONE CALLS, RECEIVES VISITORS AND TELEPHONE CALLS; RESPONSIBLE FOR ROUTINE TOWN MATTERS OR REFERS THEM TO THE APPROPRIATE DEPARTMENT HEAD, AND PERFORMS RELATED WORK AS ASSIGNED. JOB REQUIREMENTS: CONSIDERABLE KNOWLEDGE OF NORTH CAROLINA GENERAL STATUTES AND OF LOCAL ORDINANCES INCLUDING, BUT NOT LIMITED TO, THOSE GOVERNING MUNICIPAL FINANCIAL PRACTICES AND PROCEDURES AND OPEN MEETINGS LAWS. CONSIDERABLE KNOWLEDGE OF THE PRINCIPLES AND PRACTICES OF PUBLIC FINANCE ADMINISTRATION, INCLUDING PRINCIPLES AND PRACTICES OF MUNICIPAL ACCOUNTING. CONSIDERABLE KNOWLEDGE OF THE PRINCIPLES AND PRACTICES OF AUTOMATED SYSTEMS AND THEIR USE IN A MUNICIPAL ENVIRONMENT. INTERMEDIATE OR ADVANCED KNOWLEDGE OF MICROSOFT WORD AND EXCEL SOFTWARE. ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH THE PUBLIC, DEPARTMENT MANAGEMENT, ELECTED OFFICIALS, STATE OFFICIALS AND OTHER TOWN EMPLOYEES. ACCURACY AND THOROUGHNESS IN THE ANALYSIS AND PREPARATION OF OFFICIAL RECORDS AND REPORTS, INCLUDING FINANCIAL REPORTING. DESIRABLE EDUCATION AND EXPERIENCE IS AN ASSOCIATE’S DEGREE WITH COURSEWORK IN FINANCE AND ACCOUNTING FROM AN ACCREDITED COLLEGE.  EDUCATION AND EXPERIENCE IDEALLY INCLUDES TRAINING/CERTIFICATION IN LOCAL GOVERNMENT FINANCE FROM THE UNC SCHOOL OF GOVERNMENT, GOVERNMENT FINANCE OFFICERS ASSOCIATION (GFOA), AND/OR THE NC LOCAL GOVERNMENT BUDGET ASSOCIATION (NCLGBA). DESIRABLE CERTIFICATION INCLUDES CERTIFIED MUNICIPAL CLERK THROUGH THE INTERNATIONAL INSTITUTE OF MUNICIPAL CLERKS.
