DUPLIN COUNTY IS SEARCHING FOR AN EXPERIENCED ELECTIONS DIRECTOR TO OVERSEE THE OPERATIONS OF THE DUPLIN COUNTY BOARD OF ELECTIONS. POSITION IS RESPONSIBLE FOR MAINTAINING THE PERMANENT VOTER REGISTRATION FILE FOR THE COUNTY; OVERSEEING AND PARTICIPATING IN VOTER REGISTRATION AND ELECTIONS; RECEIVING NOTICES OF CANDIDACY FOR ELECTIVE OFFICE; AND PREPARING AND SUBMITTING REQUIRED STATE, COUNTY, AND FEDERAL REPORTS. PERFORMS RELATED WORK AS REQUIRED. SPECIFIC DUTIES AND RESPONSIBILITIES ADHERES TO CHAPTER 163 OF THE ELECTION LAWS OF NORTH CAROLINA AND ALL MEMORANDUMS AND ORDERS FROM THE STATE BOARD OF ELECTIONS. ATTENDS BOARD OF ELECTIONS MEETINGS AND KEEPS MINUTES OF MEETINGS; MAINTAINS ALL RECORDS OF THE BOARD AND HANDLES ALL CORRESPONDENCE CONCERNING THE BOARD AND ANY ELECTION; KEEPS BOARD INFORMED OF ALL CHANGES IN ELECTION LAWS, DEADLINES, AND MEETINGS; KEEPS PRECINCT OFFICIALS INFORMED OF ANY CHANGES IN THEIR DUTIES AND RESPONSIBILITIES AND CHANGES IN LAWS; TRAINS PRECINCT OFFICIALS; PREPARES AND SUBMITS DEPARTMENTAL BUDGET TO ELECTIONS BOARD. MAINTAINS PERMANENT REGISTRATION FILE; REGISTERS VOTERS; PROVIDES LISTS OF REGISTERED VOTERS UPON REQUEST; PREPARES VOTER REGISTRATION MAPS.NOTIFIES MUNICIPALITIES IN THE COUNTY OF POSITIONS AVAILABLE IN UPCOMING ELECTIONS; RECEIVES NOTICES OF CANDIDACY FOR ELECTIVE OFFICE AND COLLECTS FILING FEES FOR COUNTY, STATE, AND MUNICIPALITIES; PREPARES CAMPAIGN REPORTING MANUAL TO CANDIDATES. PREPARES FOR ALL TYPES OF ELECTIONS HELD IN COUNTY; ORDERS BALLOTS; PREPARES VOTING BOOTHS; PROGRAMS BALLOT LAYOUT PAGES; PREPARES ALL FORMS TO BE USED IN HOLDING ELECTIONS; PERFORMS ALL DUTIES TO HOLD ELECTION, INCLUDING POSTING TRANSFER AND ABSENTEE VOTES, TAKING RETURNS FROM PRECINCTS; AND CANVASSING ALL RETURNS. RESPONDS TO INQUIRIES CONCERNING VOTER REGISTRATION; ACTS AS LIAISON WITH LOCAL, STATE, AND FEDERAL ELECTION OFFICIALS FOR VOTER REGISTRATION AND ELECTION MATTERS. PREPARES AND MAINTAINS A VARIETY OF REPORTS AND CORRESPONDENCE. SUPERVISES AND TRAINS ELECTION OFFICIALS..COMPILES ALL PAYROLLS AND SUBMITS SAME TO FINANCE FOR PAYMENT TO ELECTION OFFICIALS, STAFF, AND BOARD MEMBERS PER ESTABLISHED POLICIES. SUBMITS ALL EXPENSE (TRAVEL, RENT, MILEAGE, ETC.) FOR PAYMENT PER ESTABLISHED POLICIES. PREPARES RECOMMENDED BUDGET FOR SUBMISSION TO COUNTY BOARD OF ELECTIONS. MAINTAINS CERTIFICATION AS A NOTARY PUBLIC AND NOTARIZES DOCUMENTS USED IN ELECTIONS OFFICE AS NECESSARY. SUPERVISES STAFF IN DAILY OPERATIONS OF THE BOARD OF ELECTIONS.ISSUES ABSENTEE APPLICATIONS AND BALLOTS COORDINATES WITH COUNTY MAINTENANCE DEPARTMENT THE DELIVERY AND PICK UP OF ELECTION DAY VOTING EQUIPMENT. MAINTAINS GIS/ GEOCODE DATABASE. ANNUAL SALARY BEGINS AT $41,020 BUT IS NEGOTIABLE UPON QUALIFICATIONS, CERTIFICATIONS, AND YEARS OF EXPERIENCE.ASSOCIATES DEGREE IN BUSINESS OR PUBLIC ADMINISTRATION OR RELATED FIELD; SUPPLEMENTED BY 1 OR 2 YEARS PREVIOUS EXPERIENCE AND/OR TRAINING IN ELECTIONS OR PUBLIC ADMINISTRATION.
