JOB TITLE: PARKS AND RECREATION DIRECTOR JOB SUMMARY: THE EMPLOYEE IN THIS CLASS PERFORMS DIFFICULT PLANNING, ADMINISTRATIVE AND SUPERVISORY WORK IN THE DIRECTION OF A CITY WIDE PARKS AND RECREATION PROGRAM. MAJOR DUTIES: PLANS AND DIRECTS THE PARKS AND RECREATION PROGRAM WITHIN BUDGETARY LIMITATIONS AND IN CONSIDERATION OF REQUESTS, DISPLAYED INTERESTS AND FULL UTILIZATION OF AVAILABLE FACILITIES. PLANS LONG-RANGE RECREATION PROGRAMS AND FACILITIES ACCORDING TO ANTICIPATED CITY GROWTH, FUTURE INTEREST, TRENDS, AND EXPANDED PARKS AND RECREATION NEEDS. DIRECTS ACTIVITIES THROUGH SUBORDINATE PERSONNEL FOR OPERATIONS AT COMMUNITY CENTERS, THEATER, GOLF COURSE, AND PARKS; PROVIDES PROGRAMS FOR VARIOUS AGE AND SPECIAL POPULATION GROUPS. WORKS WITH CITY MANAGEMENT STAFF, CONSULTANTS, AND CONSTRUCTION COMPANY REPRESENTATIVES TO PLANS AND IMPLEMENT NEW CONSTRUCTION AND RECONSTRUCTION ACTIVITIES OF MUNICIPAL RECREATION FACILITIES AND PARKS, AND STREAM RESTORATION PROJECTS. DIRECTS THE PREPARATION OF THE ANNUAL DEPARTMENTAL BUDGET; SUBMITS FINAL RECOMMENDATION TO THE CITY MANAGER, DIRECTS THE EXPENDITURE OF FUNDS AND THE USE AND GENERAL MAINTENANCE OF ALL RECREATIONAL BUILDINGS, PARKS, GROUNDS AND EQUIPMENT. RESEARCHES, COORDINATES AND PREPARES GRANT PROPOSALS FOR AVAILABLE GOVERNMENT AND PRIVATE FUNDING; ADMINISTERS GRANT APPROPRIATIONS, MAINTAINING RECORDS AND PREPARING REPORTS FOR SUBMISSION AS REQUIRED BY FUNDING AUTHORITIES; MAINTAINS FILES OF GRANT SOURCES AND SUPPORTING DATA. PROVIDES LEADERSHIP AND ASSIGNS, DIRECTS, AND SUPERVISES THE ACTIVITIES OF SUBORDINATE PERSONNEL AND VOLUNTEERS, ENSURING ADHERENCE TO ESTABLISHED LAWS, REGULATIONS, POLICIES AND PROCEDURES; ASSISTS AND ADVISES SUBORDINATES. DIRECTS DEPARTMENTAL PUBLIC RELATIONS AND PUBLICITY PROGRAMS; DEVELOPS AND IMPLEMENTS SYSTEM OF INTERDEPARTMENTAL COMMUNICATION ABOUT ACTIVITIES OF DEPARTMENT; INITIATES AND PROMOTES NEW RECREATIONAL PROGRAMS THROUGH VARIOUS MEDIA; ATTENDS PROFESSIONAL CONFERENCES TO MAINTAIN AND ENHANCE KNOWLEDGE OF NEW APPROACHES AND PROBLEMS IN RECREATION WORK. ATTENDS MEETINGS OF CITY DEPARTMENT HEADS, VARIOUS SUPERVISORY AND ADVISORY BOARDS, AGENCIES AND COMMUNITY GROUPS TO PRESENT DEPARTMENT PROGRAMS AND RECEIVE FEEDBACK ABOUT IT. ESTABLISHES AND MAINTAINS VARIOUS FILES, RECORDS, REPORTS AND CORRESPONDENCE ON DEPARTMENT ACTIVITIES AND PROGRAM OPERATIONS. PERFORMS RELATED DUTIES AS REQUIRED. MINIMUM QUALIFICATIONS: GRADUATION FROM A FOUR-YEAR COLLEGE OR UNIVERSITY WITH A DEGREE IN PARKS AND RECREATION ADMINISTRATION OR RELATED FIELD, MASTER'S DEGREE PREFERRED AND CONSIDERABLE EXPERIENCE IN THE MANAGEMENT OF A PARKS AND RECREATION DEPARTMENT; OR ANY EQUIVALENT COMBINATION OF EDUCATION AND EXPERIENCE. SPECIAL REQUIREMENTS: POSSESSION OF A VALID NORTH CAROLINA DRIVER'S LICENSE. SALARY RANGE: $79,257.64 - $125,227.07. APPLICATION DEADLINE: JULY 31, 2019.
