AS PART OF THE HUMAN RESOURCES DEPARTMENT, THE COMPENSATION MANAGER IS RESPONSIBLE FOR LEADING AND DIRECTING THE EMPLOYEE CLASSIFICATION, SALARY ADMINISTRATION AND ORGANIZATIONAL TRAINING PROGRAMS FOR THE AUTHORITY. THE INCUMBENT ALSO OVERSEES AND IMPLEMENTS RANDOM DRUG TESTING AND ASSISTS IN BUDGETING AND OTHER EMPLOYEE PROGRAMS. ADDITIONALLY, THE COMPENSATION MANAGER REMAINS CURRENT ON EMPLOYEE CLASSIFICATION AND SALARY ADMINISTRATION PROGRAMS OFFERED BY SIMILAR SIZED AUTHORITIES; CREATES AND MAINTAINS THE AUTHORITY ORGANIZATION CHART, TRACKS HEADCOUNT, AND ENSURES DIVISIONS DO NOT EXCEED AUTHORIZED STAFFING LEVELS; IMPLEMENTS THE AUTHORITY HUMAN RESOURCES POLICIES AND PROCEDURES WHILE MANAGING PHYSICAL PERSONNEL FILES AND RECORDS; COORDINATES AND OVERSEES THE AUTHORITY'S RANDOM DRUG TESTING PROGRAM AND ANNUAL DRIVER'S LICENSE CHECK ON EMPLOYEES; MAINTAINS AND UPDATES JOB SPECIFICATIONS BY IMPLEMENTING THE AUTHORITY PAY CLASSIFICATION AND SALARY ADMINISTRATION SYSTEM; DEVELOPS AND MONITORS MONTHLY AND ANNUAL BUDGET CONSISTENT WITH SOUND ACCOUNTING, BUDGETING AND MANAGEMENT PRINCIPLES; ASSISTS THE HUMAN RESOURCES DIRECTOR IN ESTABLISHING HR POLICIES AND PROCEDURES IN REGARD TO COMPENSATION, RECRUITMENT AND EMPLOYEE PROGRAMS; CONDUCTS NEW EMPLOYEE ORIENTATION AND TRAINING ON HARASSMENT, DIVERSITY, ETHICS, AND OTHER POLICIES OF THE AUTHORITY; OVERSEES THE EMPLOYEE RECRUITING AND HIRING PROCESSES; CONDUCTS ANNUAL AUDITS OF THE DEPARTMENT AND MONTHLY AND END OF YEAR REPORTING FOR THE HR DEPARTMENT; ADMINISTERS THE AUTHORITY EMPLOYEE PERFORMANCE EVALUATION PROCESS, TRAINS SUPERVISORS, AND EDUCATES EMPLOYEES ON PROCESS; OVERSEES EVALUATION PROCESS IMPLEMENTATION AND MAKES RECOMMENDATIONS FOR IMPROVEMENT AS APPROPRIATE; SERVES AS A MEMBER OF THE INTERNAL EMS AUDITOR TEAM BY CONDUCTING AUDITS OF DEPARTMENTS IN ORDER TO ENSURE CONFORMANCE TO THE ISO 140001-2004 STANDARDS AND WITH THE EMS AUDITING PROCEDURES EMS-001455 OF CFPUA; WORKS WITH CONSULTANTS ON STUDIES SUCH AS COMP AND CLASS AND SERVES AS PROJECT MANAGER; COMPLETES REQUISITIONS AND INVOICE PAYMENTS FOR MONTHLY BILLS DEPARTMENT; MONITORS AND PAYS REQUIRED EXPENDITURES FOR RISK MANAGEMENT PREMIUMS AND WORKER'S COMPENSATION CLAIMS; CREATES PROCEDURES AND POLICY FOR PROGRAMS SPONSORED BY HR AND WORKS WITH DEPARTMENT TO IMPLEMENT SUCCESSION PLANNING; MAKES JOB OFFERS TO NEW HIRES FOR ORGANIZATION, AND CONDUCTS REFERENCE CHECKING AND COMPLETES ALL REQUIRED PAPERWORK IN ORDER TO ENSURE A SMOOTH ONBOARDING PROCESS; AND PERFORMS MONTHLY TRACKING OF TRAINING BY DEPARTMENTS AND PERFORMANCE BENCHMARKING FOR SUBMITTAL TO EMD DIRECTOR. THE POSITION REQUIRES A BACHELOR'S DEGREE, FIVE (5) YEARS OF WORK EXPERIENCE, AND A VALID STATE OF NORTH CAROLINA DRIVER'S LICENSE. IPMA CERTIFIED PROFESSIONAL OR SHRM/PHR CERTIFICATIONS ARE PREFERRED. THIS WORK IS TYPICALLY PERFORMED WHILE SITTING AT A DESK OR TABLE OR WHILE SITTING, STANDING, OR WALKING. REQUIRES EXERTING UP TO 20 POUNDS OF FORCE OCCASIONALLY, AND/OR UP TO 10 POUNDS OF FORCE TO MOVE OBJECTS. ADDITIONALLY, THE WORK REQUIRES CROUCHING, FINGERING, GRASPING, HANDLING, HEARING, MENTAL ACUITY, REACHING, SPEAKING, STANDING, STOOPING, TALKING, VISUAL ACUITY, AND WALKING. THE POSITION IS A PAY RANGE 33 WITH A HIRING RANGE OF $61,390-$80,050. HIRING SALARY WILL BE DETERMINED BASED ON QUALIFICATIONS AND INTERNAL EQUITY.
