GENERAL DEFINITION OF WORK: PERFORMS DIFFICULT PROFESSIONAL WORK OVERSEEING AND CONDUCTING PLANNING AND HISTORIC PRESERVATION PROGRAMS AND ACTIVITIES; DOES RELATED WORK AS REQUIRED. WORK IS PERFORMED UNDER THE GENERAL SUPERVISION OF THE DIRECTOR OF DEVELOPMENT SERVICES. ESSENTIAL FUNCTIONS/TYPICAL TASKS: ADMINISTERING PLANNING AND HISTORIC PRESERVATION PROGRAMS; CONDUCTING STUDIES AND RESEARCH; MAINTAINING RECORDS AND FILES; PREPARING REPORTS. (THE FOLLOWING TASKS ARE INTENDED ONLY AS ILLUSTRATIONS OF THE VARIOUS TYPES OF WORK PERFORMED. THE OMISSION OF SPECIFIC DUTIES DOES NOT EXCLUDE THEM FROM THE POSITION IF THE WORK IS SIMILAR, RELATED, OR A LOGICAL ASSIGNMENT TO THE POSITION.) • OVERSEES, ADMINISTERS AND PARTICIPATES IN HISTORIC PRESERVATION PROGRAMS INCLUDING ADMINISTRATION OF HISTORIC PRESERVATION COMMISSION, NEIGHBORHOOD CONSERVATION DISTRICTS, PRESERVATION PLANNING AND GRANTS. • PLANS AND SUPERVISES THE WORK OF PLANNING AND GEOGRAPHIC INFORMATION SYSTEM PERSONNEL; PROVIDES MENTORING AND COUNSELING AS NEEDED; EVALUATES PERFORMANCE; ASSISTS IN RECRUITMENT AND SELECTION ACTIVITIES. • OVERSEES, ADMINISTERS AND PARTICIPATES IN LONG RANGE PLANNING PROJECTS INCLUDING NEIGHBORHOOD, URBAN DESIGN, BIKE PLAN, TRANSPORTATION PLANS, ETC. • MEETS WITH DEVELOPERS ON PROJECTS; PROVIDES INFORMATION ON FUTURE PLANS; MAKES RECOMMENDATIONS REGARDING DEVELOPMENT APPROACH. • MEETS WITH CITIZENS AND LOCAL OFFICIALS REGARDING CODE ISSUES FOR BOTH ZONING AND HISTORIC PRESERVATION. • MAKES PRESENTATIONS REGARDING HISTORIC PRESERVATION CODE CHANGES, NEW DEVELOPMENT PLANS, ETC. TO VARIOUS BOARDS AND COMMISSIONS; SERVES ON VARIOUS COMMISSIONS. • REVIEWS CODES AND MAKES RECOMMENDATIONS FOR AMENDMENTS. • PREPARES GRANT REQUESTS; ADMINISTERS GRANTS. • PERFORMS RELATED TASKS AS REQUIRED. KNOWLEDGE, SKILLS AND ABILITIES: THOROUGH KNOWLEDGE OF THE PHILOSOPHIES, PRINCIPLES, PRACTICES AND TECHNIQUES OF URBAN PLANNING AS THEY PERTAIN TO THE HISTORIC PRESERVATION ACTIVITIES, DESIGN AND DEVELOPMENT OF URBAN AREAS, PLANNING RESEARCH, ZONING AND COMMUNITY RENEWAL; GENERAL KNOWLEDGE OF COMMUNITY SYSTEMS AND RELATED GROUP DYNAMICS, PLANNING AND DECISION MAKING PROCEDURES; GENERAL KNOWLEDGE OF THE VARIOUS ORDINANCES, CODES AND REGULATIONS PERTAINING TO PLANNING, ZONING AND SUBDIVISION; ABILITY TO PRESENT THE RESULTS OF RESEARCH EFFECTIVELY IN ORAL, WRITTEN AND GRAPHIC FORM; ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH ASSOCIATES, MUNICIPAL OFFICIALS, COMMUNITY GROUPS, REPRESENTATIVES OF OTHER AGENCIES AND THE GENERAL PUBLIC. EDUCATION AND EXPERIENCE: ANY COMBINATION OF EDUCATION AND EXPERIENCE EQUIVALENT TO GRADUATION FROM AN ACCREDITED COLLEGE OR UNIVERSITY WITH MAJOR COURSE WORK IN URBAN PLANNING OR RELATED FIELD AND CONSIDERABLE EXPERIENCE IN PROFESSIONAL PLANNING WORK. SPECIAL REQUIREMENTS: POSSESSION OF AN APPROPRIATE DRIVER’S LICENSE VALID IN THE STATE OF NORTH CAROLINA. SALARY RANGE: $57,364 - $93,360
