JOB DESCRIPTION

GENERAL STATEMENT OF DUTIES: THIS POSITION IS RESPONSIBLE FOR PROVIDING EXCELLENT CUSTOMER SERVICE WHILE PERFORMING DIFFICULT TECHNICAL DUTIES ASSOCIATED WITH THE IMPLEMENTATION AND OPERATION OF THE CITY’S BACKFLOW PREVENTION PROGRAM TO PREVENT INFILTRATION OF CONTAMINANTS AND/OR POLLUTANTS INTO THE POTABLE WATER SUPPLY. DUTIES ALSO INCLUDE OVERSEEING THE CITY’S FATS, OILS, AND GREASE (FOG) PROGRAM TO REDUCE THE AMOUNTS OF CONTAMINANTS ENTERING THE CITY’S SANITARY SEWER SYSTEM. A SIGNIFICANT RESPONSIBILITY OF THIS POSITION IS THE EMPLOYEE IS THE OPERATOR IN RESPONSIBLE CHARGE (ORC) FOR THE CITY’S BACKFLOW PREVENTION PROGRAM. DISTINGUISHING FEATURES OF THE CLASS. AN EMPLOYEE IN THIS CLASS ADMINISTERS THE CITY’S BACKFLOW PREVENTION AND FOGPROGRAMS TO ENSURE COMPLIANCE WITH APPLICABLE CODES, ORDINANCES, AND OPERATIONAL PERMIT PARAMETERS. THIS EMPLOYEE WILL MONITOR STATE AND FEDERAL REGULATORY REQUIREMENTS, RESEARCH THE REQUIREMENTS, AND WORK WITH THIS POSITION’S SUPERVISOR IN INSTITUTING PROGRAM CHANGES TO COMPLY. SUCCESSFUL PERFORMANCE OF THIS POSITION’S DUTIES ENSURES SAFE DRINKING WATER FOR THE CITY AND THE CITY’S CUSTOMERS AND REDUCES THE DAMAGE TO THE COLLECTION SYSTEM CAUSED BY THE DISCHARGE OF GREASE. OTHER DUTIES INCLUDE PREPARING A VARIETY OF RECORDS AND REPORTS AS REQUIRED BY THE STATE, MAINTAINING THE CITY’S BACKFLOW PREVENTION PROGRAM DATABASE, AN INSPECTION OF DEVICES, AND MANAGEMENT OF THE ANNUAL INSPECTION AND RECERTIFICATION PROCESS. IMPLEMENTATION OF THE CITY’S FOG ORDINANCES IN COOPERATION WITH OTHER CITY DEPARTMENTS IS ALSO A REQUIREMENT OF THIS POSITION. SOME WORK IS PERFORMED IN AN OFFICE BUT WORK IS TYPICALLY PERFORMED OUTDOORS ON CONSTRUCTION SITES WHERE THE EMPLOYEE IS EXPOSED TO HOT/COLD/INCLEMENT WEATHER, DUST, CONFINED SPACES, DIRT, CONSTRUCTION MACHINERY, AND NOISE. THE POSITION IS CURRENTLY NON-SUPERVISORY. WORK IS PERFORMED UNDER GENERAL SUPERVISION AND IS REVIEWED FOR CONFORMANCE TO TESTING AND REPORTING PROCEDURES, PROGRAM EFFECTIVENESS AND ACCURACY. THE EMPLOYEE WILL BE SUPERVISED IN TERMS OF GENERAL GOALS AND POLICIES. COMPLETED WORK IS REVIEWED FOR ACCURACY AND THE NATURE AND PROPRIETY OF THE FINAL RESULTS. THE EMPLOYEE WILL WORK UNDER THE AUTHORITY OF CITY CODES, DEPARTMENTAL POLICIES AND PROCEDURES, EPA CROSS CONNECTION MANUAL, BACKFLOW PREVENTION & CROSS CONNECTION CONTROL MANUAL, NORTH CAROLINA PLUMBING CODE, MANUAL OF CROSS-CONNECTION CONTROL, AND INTERNATIONAL PLUMBING CODE, AND OTHER PERTINENT LAWS, RULES, ORDINANCES, AND REQUIREMENTS. THESE GUIDELINES REQUIRE JUDGMENT IN DETERMINING THE PROCESSES BY WHICH THE WORK IS ACCOMPLISHED. CONTACT WITH CO-WORKERS, FELLOW CITY EMPLOYEES, DEVELOPERS, BUSINESS OWNERS, CONTRACTORS, PLUMBERS, VENDORS, AND THE GENERAL PUBLIC IS TYPICAL TO CONVEY OR EXCHANGE INFORMATION, RESOLVE CONFLICTS AND ISSUES THAT MAY ARISE, AND EDUCATE PROGRAM REQUIREMENTS WHILE PROVIDING EXCELLENT CUSTOMER SERVICE. SALARY RANGE: $33,203-$49,805

JOB DUTIES

ENFORCES AND MONITORS ACTIVITIES RELATED TO ORDINANCES, POLICIES AND PRACTICES ASSOCIATED WITH FATS, OILS, AND GREASE (FOG) AND BACKFLOW PREVENTION PROGRAMS. RECOMMENDS CHANGES IN PROGRAM TO IMPLEMENT FREQUENTLY AND CHANGING REGULATIONS. PREPARE A VARIETY OF RECORDS AND REPORTS, ADMINISTER ANNUAL INSPECTIONS PROGRAM, ANALYZE AND TRACK TEST RESULTS. INTERPRETS LABORATORY TESTS AND PREPARES REQUIRED REPORTS, ENFORCEMENT RESPONSE PLAN, AND OTHER REPORTS AND RECORDS AS REQUIRED. PARTICIPATES IN UPDATING ORDINANCES, POLICIES AND PRACTICES RELATED TO FATS, OILS, AND GREASE FOG) AND BACKFLOW PREVENTION PROGRAMS. CALCULATES AND RECOMMENDS FINES FOR NONCOMPLIANCE. INSPECT SITES FOR ILLEGAL WATER CONNECTION OR CROSS CONNECTIONS. DETERMINES COURSE OF ACTION TO ELIMINATE HAZARD OF UNCONTROLLED INTERCONNECTIONS TO ANY POTABLE SUPPLY/SYSTEM. EDUCATES THE PUBLIC CONCERNING THE BACKFLOW PREVENTION PROGRAM, DEVICES USED AND PROPER CONNECTIONS AND EDUCATES THE PUBLIC CONCERNING FATS, OILS, AND GREASE (FOG) AND THE NEED TO REMOVE IT FROM THE SEWER SYSTEM. REVIEWS CONSTRUCTION PLANS FOR COMPLIANCE WITH CITY FOG AND WATER SUPPLY BACKFLOW PREVENTION REQUIREMENTS. MAY ASSIST WITH SETTING UP SAMPLING SYSTEMS TO MONITOR COMPLIANCE OF INDIVIDUAL INDUSTRIES WITH THEIR PERMIT LEVELS; COMMUNICATES WITH INDUSTRIES CONCERNING COMPLIANCE AND NONCOMPLIANCE; ASSIST WITH COORDINATING LABORATORY ANALYSIS FOR PRETREATMENT SAMPLE ANALYSIS, INSPECTS RESULTS; GENERATES INFORMATION FOR SURCHARGING WHEN NECESSARY. MAINTAINS RECORDS, DRAWINGS, COMPUTER DATA FILES AND ASSOCIATED INFORMATION REGARDING THE BACKFLOW PROGRAM. INSPECTS VEHICLES OR CONTAINERS TO COMPLY WITH BACKFLOW PREVENTION ORDINANCES. ASSISTS WITH DAILY FUNCTIONS OF THE DEPARTMENT AS ASSIGNED. PERFORMS OTHER RELATED DUTIES AS ASSIGNED.

REQUIRED QUALIFICATIONS

KNOWLEDGE, SKILLS AND ABILITIES. ABILITY TO INTERPRET AND ENFORCE CITY ORDINANCES AND STATE REGULATIONS RELATED TO BACKFLOW PREVENTION AND FOG COMPLIANCE. CONSIDERABLE KNOWLEDGE OF APPLICABLE FEDERAL, STATE AND LOCAL LAWS, ORDINANCES AND PERMITTING REQUIREMENTS. ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH INDUSTRY OFFICIALS, STATE AND FEDERAL REGULATORY OFFICIALS, PEERS, SUPERIORS, CONTRACTING AGENCIES, AND THE GENERAL PUBLIC. ABILITY TO INTERPRET WATER AND SEWER UTILITY PLANS, DETAILED DRAWINGS, AND TECHNICAL MANUALS.  ABILITY TO PREPARE AND KEEP ACCURATE RECORDS AND PREPARE REPORTS IN PAPER AND DIGITAL DOCUMENT FORMS. ABILITY TO TAKE WATER AND SEWAGE SAMPLES AND COORDINATE STANDARD LABORATORY TESTS. CONSIDERABLE KNOWLEDGE OF WASTEWATER TREATMENT PRINCIPLES, PRACTICES AND METHODS. SKILL IN MAINTAINING KNOWLEDGE OF WATER SYSTEM TO BE ABLE TO IDENTIFY ACTUAL AND/OR POTENTIAL UNCONTROLLED CROSS-CONNECTIONS WITHIN A PLUMBING OR PIPING SYSTEM. KNOWLEDGE OF THE MATERIALS, METHODS, PRACTICES AND PROCEDURES INVOLVED IN INSTALLING AND TESTING BACKFLOW PREVENTION DEVICES. COORDINATE AND ORGANIZE SPECIAL PROGRAMS FOR THE DEPARTMENTS, WHICH INCLUDE THE WATER FESTIVAL EACH SPRING, ATTEND CITY EVENTS TO PROMOTE ALL OF PUBLIC WORKS PROGRAMS AND ACTIVITIES. SKILL IN ENFORCING REGULATIONS WITH FIRMNESS AND TACT. SKILL IN WRITTEN AND ORAL COMMUNICATIONS. COMPETENCE WITH MICROSOFT WORD, EXCEL, OUTLOOK, AND ACCESS IS A MUST. KNOWLEDGE WITH IMAINT SOFTWARE IS DESIRED. POSSESSION OF BACKFLOW PREVENTION CERTIFICATION FROM THE STATE OF NORTH CAROLINA TO ASSUME DUTIES AS OPERATOR IN RESPONSIBLE CHARGE (ORC) FOR THE CITY’S BACKFLOW PREVENTION PROGRAM. AN APPLICANT THAT DOES NOT MEET THIS REQUIREMENT MUST BE CERTIFIED WITHIN A SPECIFIED DURATION AS DETERMINED AT HIRING, BUT NOT TO EXCEED 12 MONTHS. POSSESSION OR ABILITY TO OBTAIN WASTEWATER COLLECTION GRADE II AND WATER DISTRIBUTION C CERTIFICATION FROM THE STATE OF NORTH CAROLINA WITHIN A SPECIFIED DURATION AS DETERMINED AT HIRING, BUT NOT TO EXCEED 24 MONTHS. VALID STATE OF NORTH CAROLINA DRIVER’S LICENSE BACKGROUND CHECK, PRE-EMPLOYMENT DRUG SCREEN AND PHYSICAL REQUIRED. EOE

PREFERRED QUALIFICATIONS

THE IDEAL APPLICANT WILL HAVE EARNED AN ASSOCIATE IN SCIENCE DEGREE IN WITH AN EMPHASIS IN ENVIRONMENTAL SCIENCE, CIVIL ENGINEERING TECHNOLOGY, CONSTRUCTION MANAGEMENT OR RELATED FIELD. IT IS DESIRABLE THE APPLICANT HAVE EARNED A HIGH SCHOOL DIPLOMA, OR EQUIVALENT, COUPLED WITH FIVE (5) YEARS OF EXPERIENCE WITH WATER AND SEWER SYSTEM MANAGEMENT AND CONSIDERABLE OPERATIONS EXPERIENCE IN WATER DISTRIBUTION AND/OR SEWER COLLECTIONS.
