ONSLOW COUNTY, NORTH CAROLINA SEEKS A SENIOR SERVICES DIRECTOR WHO IS PASSIONATE ABOUT WORKING WITH SENIORS WITH A WIDE RANGE OF BACKGROUNDS, ABILITIES AND INTERESTS AND WHO HAS EXPERIENCE IN LEADING INITIATIVES THAT APPEAL TO AND SUPPORT A GROWING AND DIVERSE POPULATION OF SENIORS.  WORKING WITH A HIGHLY ENGAGED SET OF VOLUNTEERS AND STAFF WHO PROVIDE KEY SERVICES, THE NEXT SENIOR SERVICES DIRECTOR MUST BE CURRENT ON EVIDENCE-BASED PROGRAMMING, SKILLED IN PROGRAM EVALUATION AND WILLING TO ASSESS NEEDS AND INTERESTS TO MAXIMIZE, IMPROVE OR ADD PROGRAMMING FOR ONSLOW COUNTY SENIORS. THE COMMUNITY: THERE ARE SIX MUNICIPALITIES WITHIN THE COUNTY, THE LARGEST BEING THE COUNTY OF JACKSONVILLE, WHICH SERVES AS THE COUNTY SEAT. LOCATED IN EASTERN NORTH CAROLINA, ONSLOW COUNTY ENJOYS A TEMPERATE CLIMATE AND IS BORDERED BY PENDER COUNTY TO THE SOUTH, DUPLIN COUNTY TO THE WEST, JONES COUNTY TO THE NORTH, AND CARTERET COUNTY AND THE ATLANTIC OCEAN TO THE EAST. THE COUNTY HAS A FLAT, GENTLY ROLLING TERRAIN WHICH SLOPES FROM AN ALTITUDE OF 63 FEET AT THE TOWN OF RICHLANDS TO SEA LEVEL AND COVERS A TOTAL OF 767 SQUARE MILES ENCOMPASSING APPROXIMATELY 484,000 ACRES, OF WHICH ABOUT 156,400 ACRES COMPRISE THE CAMP LEJEUNE MARINE CORPS BASE AND NEW RIVER MARINE CORPS AIR STATION AND ARE OWNED BY THE FEDERAL GOVERNMENT. ADDITIONALLY, APPROXIMATELY 48,000 ACRES ARE IN HOFFMAN FOREST AND ARE OWNED BY THE NORTH CAROLINA FORESTRY FOUNDATION, INC., AND APPROXIMATELY 31,000 ACRES ARE IN INCORPORATED OR URBAN AREAS. ONSLOW COUNTY HAS A POPULATION OF NEARLY 200,000 AS WELL AS 43,000 MARINES AND SAILORS STATIONED AT CAMP LEJEUNE.  THE MILITARY, AGRICULTURE, SEAFOOD, TIMBER, TOURISM, GOVERNMENT AND HEALTHCARE ARE MAIN ECONOMIC DRIVERS FOR THE COUNTY. ORGANIZATION OVERVIEW: ONSLOW COUNTY HAS A COMMISSIONER/MANAGER FORM OF GOVERNMENT. THE SEVEN MEMBERS OF THE BOARD OF COMMISSIONERS ARE ELECTED AT LARGE ON A PARTISAN BASIS AND SERVE STAGGERED FOUR-YEAR TERMS.  THE COUNTY IS REGARDED AS A FISCALLY RESPONSIBLE AND WELL MANAGED GOVERNMENT. THE COUNTY HAS AN OVERALL BUDGET OF APPROXIMATELY $215.9 MILLION, A PROPERTY TAX RATE OF 70.5 CENTS PER $100 OF ASSESSED VALUATION AND $156 MILLION IN DEBT COMPARED TO THE COUNTY'S CURRENT DEBT LIMIT OF $920 MILLION.  THERE ARE 1,250 EMPLOYEES SERVE THE CITIZENS OF ONSLOW COUNTY ACROSS 27 DEPARTMENTS.  THE COUNTY GOVERNMENT PROVIDES SERVICES RANGING FROM ANIMAL CONTROL TO ZONING, AND SUPPORT FOR QUALITY PUBLIC EDUCATION, WORKING WITH AN ELECTED BOARD OF EDUCATION AND APPOINTED SCHOOL SUPERINTENDENT. ABOUT THE DEPARTMENT AND POSITION: THE SENIOR SERVICES DIRECTOR REPORTS TO THE ASSISTANT COUNTY MANAGER FOR HUMAN SERVICES. AND OVERSEES A MIXED FUNDING STREAM BUDGET OF $3.25M WITH A PAID STAFF OF 48 FTE AND 145 VOLUNTEERS. THE  SENIOR SERVICES DIRECTOR MUST ENJOY ENGAGING REGULARLY WITH STAFF, VOLUNTEERS, SENIORS BEING SERVED, COMMUNITY PARTNERS, AND COMMUNITY MEMBERS, TO BE THE FACE OF SERVICES AND PROGRAMS THE COUNTY OFFERS RANGING FROM MEALS ON WHEELS TO THE ANNUAL SENIOR GAMES. ENSURING STAFF DEVELOPMENT TO MEET REQUIRED TRAINING FOR CERTIFICATION AS WELL AS TO ENGAGE AND DEVELOP STAFF FOR SUCCESSION PLANNING WILL BE BOTH A RESPONSIBILITY AND PRIORITY OF THE NEW DIRECTOR.  A KEY CHALLENGE FOR THE COUNTY IS THE GROWTH OF THE SENIOR POPULATION. SERVICES ARE PROVIDED  FOR SENIORS   AGE 55 AND UP WHICH RESULTS IN A RELIANCE ON A LARGE VOLUNTEER BASE.  EFFECTIVE VOLUNTEER ENGAGEMENT AND MANAGEMENT IS A KEY RESPONSIBILITY AND SKILL EXPECTED OF THE NEXT DIRECTOR. EDUCATING THE PUBLIC AND ELECTED OFFICIALS ABOUT BOTH THE NEEDS OF ONSLOW COUNTY SENIORS AS WELL AS THE PROGRAMS AVAILABLE TO SERVE THEM IS ALSO A CRITICAL RESPONSIBILITY.  A UNIQUE ASPECT OF THE ONSLOW SENIOR SERVICES IS THE NONPROFIT, “FRIENDS OF THE AGING", WHICH IS HOUSED WITHIN SENIOR SERVICES AND FOR WHOM THE SENIOR SERVICES DIRECTOR IS THE EXECUTIVE DIRECTOR.  FRIENDS OF THE AGING SERVES AS A FUNDRAISING ENTITY THAT HOSTS SPECIAL EVENTS AND PROVIDES FUNDING FOR UNMET NEEDS OF SENIORS SUCH AS BUILDING A RAMP, COVERING SUPPLIES THAT INSURANCE DOES NOT, PAYING FOR A LIGHT BILL, ETC. QUALIFICATIONS:  A MINIMUM OF A BACHELOR'S DEGREE IN A HUMAN SERVICES RELATED FIELD, AND FIVE YEARS' PROGRESSIVE EXPERIENCE IN SENIOR OR ADULT PROGRAMMING IS REQUIRED WITH EXTENSIVE EXPERIENCE WORKING WITH THE SENIOR CITIZEN POPULATION AND SUPERVISORY EXPERIENCE HIGHLY PREFERRED. THE SUCCESSFUL CANDIDATE IS: ONE WHO SEES SENIOR SERVICES AS ESSENTIAL FOR OFFERING QUALITY OF LIFE PROGRAMMING FOR CLIENTS WITH A RANGE OF INTERESTS AND ABILITIES; ENGAGES WITH, IS ACCESSIBLE TO, AND ADVOCATES FOR STAFF TO ENSURE EFFECTIVE RESOURCES FOR SERVICE DELIVERY INCLUDING TRAINING, CERTIFICATION AND SUCCESSION PLANNING;HAS A TRACK RECORD OF DIPLOMATICALLY ENGAGING WITH A DIVERSITY OF STAKEHOLDERS SUCH AS INDIVIDUAL CITIZENS, COMMUNITY GROUPS, OTHER AGENCY STAFF, FAITH GROUPS, EMPLOYEES, REGIONAL,  AND STATE AUTHORITIES IN ORDER TO ENSURE THAT EVERY ELIGIBLE SENIOR CITIZEN IS AWARE OF AVAILABLE BENEFITS AND HAS SUPPORT IN ACCESSING THEM IN AN EFFECTIVE WAY;CAN EFFECTIVELY ADVOCATE FOR AND MARKET SENIOR SERVICES WITH THE GOAL OF ENGAGING AND EDUCATING THE COMMUNITY USING VARIOUS OUTREACH METHODS AND PRESENTATIONS ABOUT SENIOR SERVICES; HAS BUDGET MANAGEMENT EXPERIENCE, PARTICULARLY AS IT RELATES TO MULTIPLE FUNDING STREAMS; HAS KNOWLEDGE OF RESOURCES ACROSS DISCIPLINES (E.G. MENTAL HEALTH, HEALTH, FINANCIAL) AND A TRACK RECORD OF WORKING COLLABORATIVELY AND CREATIVELY WITH MULTIPLE STAKEHOLDERS TO MEET CLIENT NEEDS; HAS HIGHLY DEVELOPED SKILLS IN MEETING FACILITATION, COLLABORATIVE CONFLICT RESOLUTION, AND CUSTOMER SERVICE; CREATIVELY ASSESSES AND DETERMINES WAYS TO MEET PROGRAM NEEDS WITHIN STAFFING AND BUDGETARY CONSTRAINTS; COMMUNICATES EXCELLENTLY BOTH VERBALLY AND IN WRITING AND POSSESSES WELL-DEVELOPED INTERPERSONAL SKILLS AND ABILITIES; AND, HOLDS HIGH EXPECTATIONS OF SELF AND OTHERS WHILE ALSO BEING AN EFFECTIVE AND RESPECTED LEADER. SALARY AND BENEFITS: THE PAY RANGE IS $77,974 – $101,367.
