DUTIES/RESPONSIBILITIES: THE HUMAN RESOURCES DIRECTOR REPORTS TO THE TOWN MANAGER AND IS PART OF THE MANAGEMENT TEAM.  WITH A HIGHLY COMMITTED AND COMPETENT STAFF OF 262 FULL TIME EMPLOYEES AND MULTIPLE SEASONAL AND PART TIME STAFF, THIS POSITION REQUIRES AN ENERGETIC, PROACTIVE COLLABORATOR AND COORDINATOR OF PEOPLE AND TASKS WITH EXCELLENT INTERPERSONAL AND OPERATIONAL SKILLS.  KEY RESPONSIBILITIES WILL BE TO DEVELOP, PLAN AND IMPLEMENT POLICIES AND PRIORITIES OF THE HUMAN RESOURCE PROGRAMS DESIGNED TO HELP THE ORGANIZATION TO ACHIEVE ITS MISSION.  TOP CANDIDATES WILL HAVE A TRACK RECORD WORKING EFFECTIVELY WITH TOP MANAGEMENT, DEPARTMENT HEADS AND EMPLOYEES. OTHER AREAS OF RESPONSIBILITIES INCLUDE RECRUITMENT, LEGAL COMPLIANCE, PAY SYSTEMS AND COMPENSATION, SAFETY, CONFLICT RESOLUTION, AND ISSUES THAT DETRACT MANAGEMENT AND/OR EMPLOYEES FROM A HIGH LEVEL OF ENGAGEMENT AND PRODUCTIVITY.  ALSO MANAGES PROPERTY, LIABILITY AND WORKERS' COMPENSATION INSURANCE PROGRAMS, SERVES AS LIAISON BETWEEN INSURANCE VENDORS AND CLAIMANTS TO ENSURES COST EFFECTIVE PROGRAM MANAGEMENT AND REVIEWS, RESEARCHES, AND RECOMMENDS VARIOUS BENEFITS PROGRAMS. QUALIFICATIONS: A SUCCESSFUL CANDIDATE WILL HAVE A BACHELOR'S DEGREE WITH A MAJOR IN HUMAN RESOURCE MANAGEMENT, PUBLIC OR BUSINESS ADMINISTRATION, PSYCHOLOGY OR RELATED HUMAN SERVICE FIELD AND A MINIMUM OF 5 YEARS' EXPERIENCE IN HUMAN RESOURCE MANAGEMENT, PREFERABLY IN MUNICIPAL GOVERNMENT AND CONSIDERABLE EXPERIENCE  OF A PROGRESSIVELY RESPONSIBLE NATURE IN HUMAN RESOURCE MANAGEMENT INCLUDING SUPERVISORY EXPERIENCE.  THE SALARY RANGE EFFECTIVE JULY 1, 2019 IS $82,022 - $131,235, WITH AN EXPECTED HIRING RANGE OF $82,022 - $106,629, DEPENDING ON QUALIFICATIONS.  THERE IS ALSO A VERY GENEROUS BENEFIT PACKAGE. THE SUCCESSFUL CANDIDATE POSSESSES: THOROUGH KNOWLEDGE OF THE THEORY, PRINCIPLES AND PRACTICES OF HUMAN RESOURCE MANAGEMENT, INCLUDING THE FUNCTIONAL AREAS CITED, AND HUMAN BEHAVIOR.THOROUGH KNOWLEDGE OF THE LAWS, PRINCIPLES, COURT CASES, AND REGULATIONS THAT APPLY TO PERSONNEL POLICIES AND PRACTICES IN THE PUBLIC SECTOR. THOROUGH KNOWLEDGE OF THE TRENDS AND MODERN TECHNOLOGY NOW BEING IMPLEMENTED IN THE HUMAN RESOURCES FIELDS. THOROUGH KNOWLEDGE OF MODERN AND EFFECTIVE SUPERVISORY PRINCIPLES AND PRACTICES INCLUDING LEADERSHIP, MOTIVATIONS, COMMUNICATIONS, DISCIPLINE, PERFORMANCE COACHING AND EVALUATION. KNOWLEDGE OF PUBLIC ADMINISTRATION INCLUDING LOCAL GOVERNMENT STRUCTURES AND BUDGETING. KNOWLEDGE OF ORGANIZATION DEVELOPMENT AND ORGANIZATIONAL PSYCHOLOGY. SKILLS IN PROBLEM-SOLVING, GROUP FACILITATION, INTERNAL CUSTOMER SERVICE EXCELLENCE, PUBLIC SPEAKING AND COLLABORATIVE CONFLICT RESOLUTION. ABILITIES TO ESTABLISH AND MAINTAIN AN EFFECTIVE HUMAN RESOURCE MANAGEMENT PROGRAM, AND TO PROVIDE MANAGEMENT WITH COSTS PROJECTIONS, STATISTICAL TRENDS, PROGRAM ACCOMPLISHMENTS AND RECOMMENDATIONS FOR IMPLEMENTING NEW PROGRAMS. ABILITY TO DEVELOP LONG TERM PLANS AND GOALS FOR THE HUMAN RESOURCES PROGRAMS. ABILITY TO ANALYZE FACTS, PROGRAMS, AND BENEFITS COSTS AND MAKE RECOMMENDATIONS AND REPORTS IN ORAL AND WRITTEN FORMS. ABILITY TO MAINTAIN THE CONFIDENTIALITY OF PERSONNEL RECORDS AND DISCUSSIONS. ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIP WITH OTHER OFFICIALS, DEPARTMENT HEADS, EMPLOYEES, AND THE GENERAL PUBLIC.
